Summary The Section Chief, Operations at ICE Health Service Corps oversees personnel data analysis, timekeeping, and travel management. Responsibilities include workforce planning, compliance, and project management. The role requires strong analytical, communication, and organizational skills, and knowledge of federal personnel regulations. This position is only open to current USPHS officers. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Responsibilities DUTIES AND RESPONSIBILITIES: Conduct data analysis and reporting to support workforce planning, recruitment, retention, and succession initiatives within the unit. Compile, analyze, and interpret data to inform decision-making and program improvements. Assist in the development, implementation, and evaluation of personnel programs and policies. Support program managers in monitoring compliance with regulations and best practices. Prepare regular and ad-hoc reports, presentations, and briefings for leadership and stakeholders, summarizing program performance, workforce trends, and analytical findings. Coordinate and facilitate meetings, working groups, and collaborative efforts with internal and external stakeholders to gather requirements, share information, and support program objectives. Support process improvement initiatives by identifying inefficiencies, recommending solutions, and assisting with the implementation of new systems and procedures within the Personnel Unit. Maintain accurate records and documentation related to personnel programs, workforce analysis, and administrative activities, ensuring data integrity and confidentiality. Assist with project management tasks including tracking milestones, timelines, deliverables, and outcomes for personnel-related projects and initiatives. Requirements Conditions of Employment Qualifications PHYSICAL DEMANDS: Must be able to perform duties in a fast-paced environment without physical limitations. Sitting and/or standing for extended periods of time [6-8 Hours]. Performing repeated bending motion. Average manual dexterity for computer operation. Phone use for extended periods of time Education REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of data analysis techniques and workforce planning principles relevant to personnel management in a healthcare or government setting. Proficiency in data management tools and software (e.g., Excel, Access, SharePoint or other HRIS systems) for compiling, analyzing, and presenting workforce data. Strong analytical and problem-solving skills with the ability to interpret complex data, identify trends, and develop actionable recommendations. Excellent written and verbal communication skills for preparing reports, presentations, and correspondence, and for facilitating meetings and briefings. Ability to work collaboratively with multidisciplinary teams and stakeholders, demonstrating strong interpersonal and organizational skills. Attention to detail and accuracy in managing records, documentation, and data integrity. Knowledge of relevant federal regulations, policies, and best practices related to personnel administration and workforce management. Ability to manage multiple tasks and projects simultaneously, prioritize assignments, and meet deadlines in a fast-paced environment. Additional Information This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, Chief of Administration Unit (CoA). The incumbent serves as a Section Chief for Administration and oversees personnel data analysis, timekeeping, and travel management within the Chief of Administration section of IHSC. This position leads efforts to support workforce planning, program compliance, and process improvement by compiling and interpreting data, preparing reports for leadership, and coordinating collaborative initiatives. The analyst ensures accurate recordkeeping, facilitates meetings, and manages personnel-related projects to enhance operational efficiency and effectiveness. IHSC provides direct care daily to approximately 15,300 detainees housed at 20 designated facilities throughout the nation. The health care provided includes medical, dental, and mental health care, and public health services. IHSC provides medical case management and oversight for an additional 22,600 detainees housed at approximately 112 non-IHSC staffed detention facilities daily across the country. In addition, IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for detainees in ICE custody. The ICE detainee population is approximately 34,000 detainees daily, with an average length of stay of approximately 30 days, surpassing 400,000 detainees annually. IHSC provides medical support during ICE enforcement operations in the air, on the ground and at sea. SUPERVISORY CONTROLS: The incumbent works under the supervision of the Chief of Administration. The incumbent plans and organizes his/her own work, determines the sequence of assignments, selects, and develops methods, and seeks assistance from experts only rarely. Assignments are usually long-term, recurring, or broadly defined. Work is reviewed for feasibility, compatibility with other work, and effectiveness in meeting requirements or expected results.
