Summary This position is part of the Office of International Affairs, Department of Energy. As a Budget Analyst, you will provide expert budgetary guidance to the Deputy Director, encompassing continuous financial monitoring, dashboard updates, and ensuring effective fund allocation. Responsibilities The Department of Energy's mission is to ensure America's security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions. The Office of International Affairs, streamlines administrative processes, guides management, and ensures efficient financial policy and administrative services for the IA workforce, IA-10 acts as the primary liaison between IA and various Department of Energy offices, including General Counsel, Chief Financial Officer, Office of Management, in addition to the State Department and the Office of Management and Budget. As a Budget Analyst, you will: Provide expert analysis and leadership across all phases of the budget cycle, including planning, formulation, execution, and justification for multimillion-dollar DOE programs. Create, recommend, and implement budgetary and financial policies, interpreting complex legislation and regulations to ensure compliance and strategic alignment. Oversee the implementation and financial health of approved budgets, including monitoring expenditures, analyzing trends, and recommending corrective actions. Serve as the primary expert to senior DOE management, external agencies, and Congress on all budgetary issues, presenting and defending financial strategies and reports. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Contributing to the development, justification, and execution of multi-million-dollar budgets or financial plans for programs or projects; AND Developing comprehensive financial reports, budget justifications, and strategic financial plans. Education cannot be substituted for specialized experience at the GS-14 grade level.
