This job title has an assigned pay grade of TS-316. This position is located in the Operations Section. Req. 218219 The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The OTS Statewide Operations Senior Analyst 2, cost allocation division, provides lead-level oversight of cost allocation and billing functions within the OTS Forecast and Demand Management (FDM) unit. This role coordinates cost allocation modeling and supports preparation of the statewide IT cost allocation plan, while offering technical guidance to staff, reviewing work for accuracy and compliance, and assisting with workload prioritization. The incumbent communicates key findings, issues, and recommendations to the FDM IT Manager 3 to support efficient and effective financial operations. Division offices perform a wide variety of activities including the following: + Overseeing the stateu2019s capital construction program + Working to provide state and federal grants for community development + Development of the state budget + Providing technology services + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications Seven years of experience in information technology or administrative services; OR Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR An associateu2019s degree in information technology or accounting plus five years of experience in information technology or administrative services; OR A bacheloru2019s degree plus five years of experience in information technology or administrative services; OR A bacheloru2019s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR A masteru2019s degree plus four years of experience in information technology or administrative services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles. Job Duties and Other Information Job Duties: + Serves as Team Lead and Subject Matter Expert for platforms supporting the OTS Operations Unit, with primary responsibility for the OTS Connect Portal and its integration with LaGov, ensuring secure, reliable, and compliant system operations. + Performs advanced technical and security administration functions, including coordination and first-line approval of internal and external access controls, role assignments, and adherence to state information security and accessibility standards. + Acts as the primary escalation point for complex technical issues, system defects, and integration concerns; collaborates with IT developers and Tier Two support to troubleshoot, test, and implement resolutions. + Leads development, refinement, and documentation of business processes and system procedures to support enhancements, operational improvements, and cross-functional system dependencies. + Oversees and coordinates comprehensive User Acceptance Testing (UAT), validating functionality, data integrity, security controls, and business requirements prior to production deployment. + Provides lead-level onboarding, training, and knowledge transfer for internal staff and external users; serves as the designated point of contact in the absence of the IT Manager 3 to ensure continuity of operations. + Develops, maintains, and analyzes complex cost allocation models to distribute statewide agency costs across OTS Lines of Service; supports preparation and annual submission of the Statewide Cost Allocation Plan. + Performs high-level financial analysis of OTS billing, revenue, expenditures, forecasts, and expenditure coding; reconciles transactions in LaGov and coordinates corrective entries, journal requests, and documentation with the Office of Finance and Support Services (OFSS). + Monitors agency accounts receivable, researches billing inquiries and disputes, coordinates resolution efforts with customer agencies and OFSS, and implements necessary billing adjustments to ensure accuracy and customer satisfaction. + Generates detailed fiscal and performance reports for executive leadership, supports rate and cost recovery analyses with auditors and stakeholders, coordinates budget forecasting with state agencies, and recommends policy or procedural improvements to strengthen financial and operational effectiveness.
