Job Summary The Dean of Health Sciences and Public Service Technologies is responsible for planning, organizing, coordinating, managing, and ensuring continuous improvement of curriculum and continuing education programs at Rockingham Community College in cooperation with other Deans, the Vice President for Academic Affairs, and employees of the college. This position is responsible for the college’s responsibility as the preferred provider for meeting the needs of the service area in health care and public service technology workforce training and education. The Dean of Health Sciences and Public Service Technologies reports to the Vice President for Academic Affairs and directs the positions in the various departments/programs/service areas operated under the auspices of Health Sciences and Public Service Technologies division.The Health Sciences and Public Service Technologies division includes the following programs: Basic Law Enforcement Training, Fire/Rescue Services, Emergency Medical Sciences, Associate, LPN-RN Bridge and Practical Degree Nursing, Respiratory Therapy, Surgical Technology, and related continuing education health programs (Current continuing education programs include: Cardiovascular Technician, Central Sterile Processing, Dialysis Technician, Emergency Medical Services, Medication Aide, Medical Assisting, Nurse Aide, Phlebotomy, and Pharmacy Technician).The Dean of Health Sciences and Public Service Technologies is expected to engage external stakeholders to develop new courses and programs and assure alignment of current programs and courses for the workforce.This position is primarily an administrative position; however, division deans may be required to facilitate instruction. Job Duties PlanningResearching, organizing, developing, and recommending educational and training programsEvaluating and improving workflow and processesAnalyzing data and implementing identified strategies for improvementProviding leadership that encourages student learning, inspires quality, effective teaching, and cultivates meaningful educational programsRepresenting assigned area in the college planning processes, including prioritizing and making sound decisions based on dataPlanning and coordinating the development of class schedule (s)Providing assistance in planning for facility occupancy and utilizationServing on various committees of the college as requested or assignedIdentifying and recommending appropriate supplementary programs, projects, and proposals for funding from local, state, federal and/or private sources to the Vice President for Academic Affairs and/or other administrative personnelProviding assistance for the planning and implementation for academic resources and tutorial support servicesAssisting with the development and revision of all official policies of Rockingham Community CollegeDeveloping and recommending policies for the operation of the divisionRecommending to the Vice President for Academic Affairs an annual budget for the divisionReviewing and recommending to the Vice President for Academic Affairs the employment, retention, and transfer of professional and support personnel for the division’s programs for the collegeContributing to the development of the appropriate sections of the Catalog and Student Handbook and official publications of the community college service areaOrganizing and directing the work of faculty and staffCoordinating the development of and ordering instructional support materialsOrganizing, planning, and consulting with advisory councils, advisory committees, and other stakeholders to determine state-of-the-art practices, procedures, and equipmentDirecting/ImplementingMonitoring the goals and tactics of the strategic planMonitoring simulation usage and implementing interdisciplinary activities involving simulationImplementing all official policies and regulations of the Rockingham Community CollegeAdvising administrators, faculty and staff on local, state, and federal policies and proceduresMaintaining compliance with established performance measures for division programs with the North Carolina Community College System and other entitiesSecuring all personnel file data and forms required by the Administrative, Student Development, Facilities, and External Affairs divisionsRecommending and maintaining budget for curriculum and continuing education programsMaintaining compliance with fiscal management system policies and procedures set forth for the college’s programs and servicesImplementing any program performance appraisals needed to assess the performance of programs in cooperation with appropriate personnel, agencies and entitiesImplementing the personnel performance appraisal system for the division's personnel in cooperation with other offices of the collegeImplementing equipment management system policies and procedures for the Rockingham Community College service area, the North Carolina Community College System, and/or other entitiesSupporting the implementation of all QEP activitiesImplementing facility management system policies and procedures for the Rockingham Community College service area, the North Carolina Community College System, and/or other entitiesProviding Dean-level supervision for support personnel in the divisionEvaluatingEnsuring division programs align with and are viable for local and regional employmentReviewing, analyzing and summarizing performance data for classes and programs in the division to determine their overall effectiveness in accordance with college or relational entity guidelines.Evaluating instructional material, equipment and supply ordersParticipating in the administrative performance evaluation process as directedOrganizing and conducting faculty and staff performance reviews as required by the collegeCoordinating and monitoring student assessment in accordance with board and/or administrative policyEvaluating program performance in relation to the college’s institutional effectiveness and performance measuresProfessionalism/Public RelationsDeveloping meaningful relationships with appropriate external stakeholdersAssuring participation and engagement activities that promote enrollment and enhance the college’s imageMaintaining intra-institution relationships with members of the Board of Trustees, President’s Cabinet, Administrative Staff, and other employees of the service areaProviding appropriate liaison support with the North Carolina Community College System Office, the State Board for Community Colleges, and other relational entitiesStimulating and influencing innovation and creativity at all levels within the organizationEncouraging the professional and personal development of all employees in the divisionServing as a role model and advocate for high quality instruction and assessment with faculty and staffPromoting the Rockingham Community College service area with local, state, regional, and national citizenry Qualifications REQUIRED:Master’s Degree from a regionally accredited institutionMinimum five years of teaching experience, training or work experience with a focus in the areas of health sciences, public service technology or related workforce areasMinimum of three year supervisory experience in the development and administration of community college instructional programs, both curriculum and continuing educationExperience directly supervising full-time community college personnel with a demonstrated ability to lead others and build strong teams Knowledge and Skills Demonstrated ability to collaborate with business and industry partners to build meaningful, quality relationshipsDemonstrated strong work ethic and a growth mindsetKnowledge of principles and techniques of instruction to include all instructional modalitiesKnowledge of organizational and management Employees are vested after five years of creditable service.
