Outsourcing is not just a method of gaining a one-time cost advantage, but an effective strategy for gaining and maintaining competitive advantages when executed as part of an overall sourcing strategy. + 7+ years of professional experience in infrastructure automation and DevOps, with at least 5+ years of advanced, production-grade Terraform development. + Deep hands-on experience authoring and maintaining Terraform code across multiple public clouds (AWS, Azure, GCP, OCI preferred). + Expert-level knowledge of Terraform HCL, modules, providers, remote state, workspaces, and advanced features (dynamic blocks, for_each, count, data sources, custom providers). + Strong understanding of cloud security principles and how to codify them in IaC (zero-trust, encryption, network segmentation, logging/monitoring, least privilege). + Experience with Terraform security and compliance tooling (Checkov, tfsec, Terrascan, OPA, Infracost, Drift detection tools). + Proficiency with GitOps workflows, CI/CD automation, and version control best practices. + Bachelor's degree in Computer Science, Information Technology, or equivalent practical experience. + Relevant certifications highly preferred: HashiCorp Certified: Terraform Associate and/or Terraform Practitioner; plus cloud-specific IaC/security certifications (e.g., AWS Certified Advanced Networking, Azure Solutions Architect, Google Professional Cloud DevOps Engineer, OCI Architect Professional). Security & Compliance Requirements + Must successfully pass and maintain an FBI CJIS-compliant background check (fingerprint-based national criminal history record check processed via Texas DPS and FBI) every 12 months as a condition of employment and continued access to sensitive systems. + Ability to obtain and maintain required security clearances, attestations, or role-based access under the DIR PCM contract and CJIS Security Policy. + Commitment to complete CJIS security awareness training, adhere to personnel screening protocols, and follow strict access controls for systems potentially involving Criminal Justice Information (CJI). + No disqualifying criminal history as defined by FBI CJIS standards (final determination by authorized agency). Preferred Qualifications + Experience building enterprise-scale multi-cloud landing zones using Terraform. + Familiarity with Texas DIR contracts, TxRAMP authorization processes, or FedRAMP-aligned IaC governance. + Knowledge of policy-as-code frameworks (OPA Gatekeeper, Terraform Cloud/Enterprise Sentinel policies). + Hands-on experience with Terraform Cloud, Terraform Enterprise, Spacelift, or Scalr for large-scale IaC management. + Background supporting Texas state agencies or public sector cloud programs. + Scripting proficiency in Python, Go, or Bash for custom providers or tooling. Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting hourly range for this remote role is ($66 - $75/hourly ) . This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on several factors, including the candidate's actual work location, relevant experience, technical skills, and other qualifications. This position is eligible for company benefits that will depend on the nature of the role offered.
