The Idaho Department of Parks and Recreation is seeking a Boating Program Supervisor in Boise, ID. IDPR takes great pride in educating the public on safe boating practices, ethics, and legal requirements to prevent fatalities and property damage related to recreational boating incidents. The program also provides necessary training and support to sheriffsu2019 marine deputies to ensure effective enforcement of Idaho boating laws. The Boating Program Supervisor is responsible for the planning and administration of the statewide boating program, including the development and maintenance of support facilities, oversight of a comprehensive boating safety education and information program, and participation in appropriate law enforcement activities. This position provides direct supervision to three Regional Training Coordinators and one Statewide Law Enforcement Coordinator, offering leadership, guidance, training, and performance oversight. The position requires 25 to 50 percent statewide travel. Travel responsibilities include monthly visits to each region, typically two days per region, to supervise, support, and train regional staff. The Supervisor will also attend and represent the department at active county waterway committee meetings throughout the state and attend all IDPR-sanctioned marine law enforcement trainings. To learn more about the Idaho Department of Parks and Recreation and our Boating Program, please visit: For questions about this position, please contact Recreation Bureau Chief David Claycomb: + Phone: (208) 514-2410 + Email: EXAMPLE OF DUTIES + Lead and administer IDPRu2019s statewide boating program, setting strategic goals, priorities, and operating procedures, and evaluating overall program effectiveness. + Serve as the departmentu2019s liaison with county waterway committees, agency partners, and stakeholder groups, strengthening engagement and expanding representation in counties not previously served. + Supervise and support regional staff, including hiring, training, and evaluating employees, and maintaining a consistent in-person presence in each region to ensure alignment and operational effectiveness. + Collaborate with regional teams to improve and standardize boating facility data collection, including photographic documentation, to support planning and public-facing services. + Develop and manage the program budget and oversee grants and contracts. + Collect and maintain all necessary reporting requirements for USCG agreement(s). + Develop, facilitate, or support at least one Waterways Improvement Fund (WIF) grant application during each grant cycle to enhance boating access and infrastructure statewide. + Interpret and apply applicable laws, regulations, and policies; ensure program compliance; and provide guidance to state, federal, and department partners regarding regulatory and operational requirements. + Oversee and coordinate the statewide Marine Law Enforcement (MLE) training program, including planning and administration of the annual academy and one annual specialty training such as River Navigation Techniques, PWC Swift Water Rescue, or Marine Tactical Advantage; ensure qualified instructors, curriculum standards, scheduling, and compliance requirements are met + May support marine law enforcement operations as appropriate, which may include coordinating training resources, assisting with post-incident review and documentation, and contributing to incident investigation reporting ADDITIONAL INFORMATION + This position requires flexibility to work evenings, weekends, and non-traditional hours, particularly during peak boating season and in response to incidents or operational needs. + Must be able to respond in a timely and professional manner to staff, partner agencies, and stakeholders when issues arise outside regular business hours. + The role also requires the ability to lift and carry items weighing up to 40 pounds regularly and up to 100 pounds occasionally, as well as frequent bending, stooping, and climbing ladders, with or without reasonable accommodation. + This position requires the incumbent to possess and maintain a valid driveru2019s license throughout the course of employment. + Employment is contingent upon the successful completion of a background check. MINIMUM QUALIFICATIONS + Some knowledge of management practices. Typically gained by at least one year of work experience that included all the essential elements of management (Planning, Organizing, Leading, and Controlling) OR completion of two upper division college-level courses, or approximately 60 hours of management training, that included all the essential elements of management AND six months of work experience performing all management elements. + Experience developing procedures and monitoring a budget. Typically gained by at least one year of experience developing procedures and monitoring a budget which included allocating expenditures, reconciling accounts and making fund transfers, or supervising these functions. + Experience supervising staff. Typically gained by at least one year of experience where responsible for interviewing and selecting staff, providing work direction and training, evaluating performance and generating employer problem solving solutions. Include the length of time, number and level of staff supervised. This could be support staff and/or a limited number of staff + Experience providing liaison with customer/provider groups. Typically gained by at least one year of experience working with one or more community groups of adults or liaison with customers and/or provider groups in a leadership role to share information, coordinate efforts and/or achieve shared goals. + Experience interpreting federal or state regulations. Typically gained by at least one year or more with responsibility for reviewing documents or actions for compliance with laws, regulations, and/or policies; OR through explaining to others how laws, regulations or policies apply to specific situations. PREFERRED CANDIDATES WILL HAVE: + Good knowledge of boating safety principles. Typically gained by participation in a specialized boating safety training courses presented by the US Coast Guard, Red Cross, US Power Squadron, State Parks or a bona fide law enforcement organization, OR at least one year work experience that would provide a basic knowledge of boat safety and enforcement including laws, rules and regulations. + Good knowledge of marine support facilities. Typically gained by at least one year of work experience in a state, local or federal boating or waterways program with responsibilities for planning and developing marine support facilities such as docks, launch ramps, access ramps, sewage pump outs, etc. OR successful completion of marina facility development course of at least 2 days in length or training workshops or conferences similar in content and length. + Good knowledge of marine law enforcement techniques. Typically gained by participation in a boating law enforcement training course for boating/law enforcement professionals and presented by the US Coast Guard, Red Cross or US Power Squadron, State Parks, or bona fide law enforcement organization, OR at least one year's work experience working with boating law enforcement, rule and regulation compliance, accident investigation, safety inspections, etc. + Experience operating and maintaining motorized and non-motorized watercraft. Typically gained by three or more years of experience operating and maintaining a variety of motorized and non-motorized watercraft in a professional or structured setting such as parks and recreation, marine patrol, outfitting, environmental services, or similar operations. Experience should include independent vessel operation in varying water and weather conditions; routine inspection; preventative maintenance; troubleshooting and diagnosing minor mechanical issues; ensuring compliance with safety and operational procedures; safe transport; and providing guidance or oversight to others in safe watercraft operation.
