Yes County Albany Street Address 6 Empire State Plaza City Albany State NY Zip Code 12228 Duties Description Duties include but are not limited to:u2022 Working closely with Program Units and the Legal Bureau to develop and issue solicitation documents such as Requests for Proposals (RFPs), Invitations for Bids (IFBs), Requests for Quotes (RFQs), Sole/Single Source Procurements, and other financial documentsu2022 Writing, managing and tracking Agency Memoranda of Understanding (MOUs) and discretionary agreementsu2022 Providing technical assistance relative to New York Stateu2019s laws, rules, regulations and policies of contract administration to agency staff and vendorsu2022 Preparing evaluation documentation and oversee the awarding of contractsu2022 Reviewing bid proposals, negotiate contract terms and write contractsu2022 Facilitating approval of vendors/contracts with DMV units including the compliance officer, audit, and executives u2022 Preparing procurement packages for the Attorney Generalu2019s (AGu2019s) and the Office of the State Comptrolleru2019s (OSCu2019s) reviewu2022 Writing and coordinating DMVu2019s response to the AGu2019s and the OSCu2019s questionsu2022 Setting the budget, forecasting spends, and auditing, processing, and tracking contract paymentsu2022 Monitoring contract compliance in accordance with contract terms, State Finance Law, Executive Orders, etc. Minimum Qualifications To be eligible for the Contract Management Specialist 1, G-18 position, or Contract Management Specialist Trainee 1 or 2, G-NS (Equated to G-14 or G-16), you must meet one of the following conditions as detailed below:NY HELPS: For Contract Management Specialist 1, G-18: Six years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.For Contract Management Specialist Trainee 2, G-NS (Equated to G-16): Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.For Contract Management Specialist Trainee 1, G-NS (Equated to G-14): Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.Substitution: An associate's degree may substitute for two years of experience; a bacheloru2019s degree may substitute for four years of experience; a masteru2019s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview. Transfer:One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law, or currently serving in the title and eligible for reassignment. List Appointment: Eligible for appointment from the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition Program (PATT) eligible lists. Reinstatement:If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period. 55b/c Appointment:This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
