You will serve as a key advisor to department leaders and budget office leadership, helping shape annual budgets, revenue estimates, long-term financial strategies, and executive-level recommendations. The Senior Budget Analyst develops financial models, conducts cost and revenue studies, prepares budget updates and variance reports, and supports presentations to executive leadership, the mayor, city council, and the public. This role is ideal for a finance professional who enjoys solving complex problems, improving processes, and using data to guide policy, operations, and resource decisions in a large public-sector organization. Essential Functions Acts as a budget advisor and serves as a resource for city departments and/or budget office leadership on budget and financial matters. Collaborates with various stakeholders and assigned departments with expert level knowledge of operations, producing annual budgets, creating revenue estimates and developing financial strategy. Manages the production of monthly budget variance reports, budget changes and memos that support presentations to the mayor and city council. Produces monthly revenue and expense forecasts and contributes to the development and maintenance of long-term cash flow models for assigned departments. Performs and coordinates analysis and provides insight and budget guidance on various projects. Conducts special projects, including those regarding cost and revenue studies, property tax, CIP, development impact fees, priority based budgeting and performance projects or other analyses. Compiles statistical and analytical data into reports for decision and policy makers. Creates and maintains financial models and tools for forecasting, cost planning and other financial projects. Acts as a financial resource to internal customers to identify and develop reporting specifically tailored for departmental needs. Collaborates, coordinates, communicates and works significantly with a team to achieve varying objectives as required in each situation. Collaborates with business process owners, senior managers and department administrative managers to oversee the formation and implementation of long-term financial management strategies, procedures, software, and stays aware of department regulations and trends. Partners with staff across the Department of Finance to identify and solve a wide array of budget, financial and system issues. Fosters a continuous improvement environment through the elimination of duplicate efforts by streamlining and creating efficiencies and automation. Represents the assigned departments at various public meetings in partnership with operational managers. Develops quarterly and annual budget updates, presented to the cityu2019s executive management team, distributed to city council and made available to Boise citizens. Gathers data from various outside agencies and entities. Uses technical tools to organize report data, including key economic indicators for the city, region, state and nation. Requirements Required Knowledge, Experience, And Training Bacheloru2019s degree in finance, economics, accounting or related field and five years of experience performing duties such as budget development, strategic planning and financial reporting in a complex organization. Experience collaborating with various stakeholders as a business partner to accomplish organizational goals and objectives, including financial and econometric modeling. Knowledge of the inter-relationship between budget and accounting or other financially related groups. Functional knowledge of: + Large municipal Enterprise Resource Planning (ERP) systems + Application and data mining tools + Techniques and methods used in financial analysis and sound business practices + Governmental budgeting theories and practices. Ability to: + Analyze financial data, draw conclusions with skills in effective business writing, and prepare clear and concise reports + Work with people across the organization in order to facilitate work (i.e., obtain information and research issues), obtain buy-in, coordinate work and communicate to complete numerous special analyses and projects + Establish and maintain effective working relationships with department staff and other City of Boise employees + Operate a computer and use software applications + Present information effectively to both small and large groups + Communicate effectively in the English language at a level necessary for efficient job performance + Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation. Preferred Knowledge, Experience, And Training Experience performing highly complex financial planning functions in the public sector. Certified Public Finance Officer, Certified Government Financial Manager, Project Management Professional and/or Certified Financial Analyst certification(s). A high level of proficiency in the Microsoft Office suite, specifically Excel and Publisher. Licensing And Other Requirements Valid state-issued drivers license.
