Location numerous OCONUS locations available Job Description The Data Analyst II/Data Scientist II develops, maintains, and updates tools for the collection of information crucial to the branchu2019s risk and threat assessment activities. The tools within the Collections and Data Analytics Program include the Technical Security Assessment (TSA) and the Technical Anomaly Reporting System (TARS). The TSA project is an ongoing effort to develop a robust application for Diplomatic Security technical security personnel to complete vulnerability assessments required by 12 FAH-6, while the TARS project focuses on creating an online information gathering tool. The analyst integrates these tools with additional functionalities and assists in project management and cross-departmental coordination for the application of hardware and software to support programming efforts that improve and enhance data processing operations. The analyst collects data from various sources/platforms, analyzes relationships, and develops intelligent, IT-based tools to integrate data into products useful to the branchu2019s analysis processes. The role includes analyzing data from intrusion alarm and imminent danger notification systems, performing workflow analysis of Technical Operations Group (TOG) operations, and developing operating procedure improvements. The analyst develops and delivers fully operational hardware/software that conforms to Bureau of Diplomatic Security u2013 Executive Directorate u2013 Office of the Chief Technology Officer (DS/EX/CTO) and specified end user requirements, performs configuration, change, and release management, and develops and maintains documentation related to supported systems and business application software initiatives. The Data Analyst II/Data Scientist II is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support technical and operational requirements. The analyst provides both written and verbal briefings for executive-level and other State Department personnel, and participates in Department and interagency committees, conferences, and working groups to ensure the protection of national security information, facilities, and personnel at diplomatic facilities. Key Duties + Build and enhance TSA/TARS and adjacent analytics tooling; integrate data sources for analysis. + Analyze alarm/notification systems and TOG workflows; recommend improvements. + Deliver operational solutions; manage configuration/change/release; maintain documentation. Requirements u2022 Current U.S. Government final Top Secret security clearance and qualified for SCI access. u2022 Eligible for and able to obtain and maintain required security clearance/access approvals. u2022 Bacheloru2019s degree in computer science, data analysis, data science, or computer/software engineering (or related field) with at least two (2) years of experience. u2022 Proficiency in data analytics, including artificial intelligence/machine learning. u2022 Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition. u2022 Ability to brief diverse audiences of varying technical backgrounds. u2022 Ability to participate in and communicate with formal interagency committees, conferences, task forces, and working groups as required by the customer. u2022 Knowledge of State Department (preferred) or similar U.S. Government agency standards and directives, especially in relation to technical security. u2022 Knowledge and understanding of regulations governing the use of classified materials. u2022 Ability to effectively and professionally lead and interact with groups or individuals outside own organization. u2022 Knowledge of analytical risk management methodology and principles a plus. u2022 Excellent written and verbal communication abilities, strong analytical, critical thinking, and problem-solving skills. u2022 Proficiency with Microsoft O365. u2022 Highly adaptable, positive attitude, and ability to work as a member of a team.
