SuperintendentMeskwaki Settlement SchoolServes as a leader by supporting the vision and mission of the Meskwaki Settlement School (MSS). Determines the internal organization of the Tribal grant school based on approved Tribal policies and procedures. Is responsible for the day-to-day operation of MSS and compliance with all grants and contracts. This position is a spokesperson for the school to the Tribal Community, the Bureau of Indian Education (BIE), and outside agencies. Oversees the preparation of the annual school budgets for School Board review and administers and/or designates the administration of the approved budgets. Supervises the Principals and non-instructional staff, including, the hiring, evaluation, and dismissal of assigned staff. Ability to effectively communicate concerns to the School Board as appropriate. Ensures compliance with directives of leadership including School Board and BIE. Will report to the Meskwaki School Board.DUTIES AND RESPONSIBILITIES:Manages MSS operations to support the School's mission and vision; achieves goals within available resources, and reviews progress, and directs changes as needed.Understands, responds to, and influences the larger political, social, economic, legal, and cultural context affecting the students of MSS.Acting with integrity, fairness, and in an ethical manner collaborates with families and community members, responding to diverse community interests and needs, and mobilizing community resources.Promotes the success and reports regularly through measurable, definable, and understandable data, the academic performance and achievement of all students; gathers, interprets, and prepares data for reports to Leadership and outside agencies; as well as coordinating MSS activities with other programs and agencies.Exercises and is accountable for the MSS budget, the scope of work, and related development, approval, and implementation responsibilities according to the Tribe's Administrative Policies and Procedures.Responsible for the delegation of budget spending authority to subordinate staff for which this position retains accountability, performing cost control activities; monitors program revenues and expenditures to assure sound fiscal control; prepares annual program budget requests; assures effective, efficient, and allowable use of budgeted funds; personnel, materials, facilities, and time.Actively participates in learning Tribal culture, languages, customs, and traditions so that as an instructional leader he/she is able to lead and direct the School Administrative Team through the development and implementation of school goals and strategic plans.Provides presentations to the School Board, other legislative bodies, boards, commissions, civic groups, and the community on MSS issues, programs, services, and plans.Responsible for compliance with all policies and procedures related to the Tribe.Responsible for compliance with federal laws and applicable state laws related to the Bureau of Indian Affairs and Bureau of Indian Education.Establishes and maintains effective culturally appropriate communications with the community, parents, students, and the public regarding school programs, school policies, procedures, and services; leads and secures parental and public involvement and support.Determines work procedures, and work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations based on compliance with Federal, State, and Tribal rules, regulations, and resolutions.Supervises and evaluates personnel; serves as a mentor to staff; observes and provides feedback regarding performance; works with staff to resolve problems; appoints, assigns, promotes, places on probation, or dismisses assigned staff.Oversees the operation and maintenance of the buildings, grounds, and other school property; monitors safety and assures unsafe conditions are repaired.Serves as a liaison between the Tribe and other tribes, government agencies, and surrounding public schools or agencies, groups, and associations regarding education issues.Monitors local, state, and Federal legislation and regulations relating to education issues, and reports findings, trends, and recommendations to Leadership.Oversees the preparation and administration of grant applications related to school programs; coordinates and manages professional service contracts.Supports integration of Meskwaki language and culture as a part of the school curriculum.Implements conflict resolution skills in a variety of situations with staff, families, and the community.Sets staffing levels for school special education programs for the purpose of providing services with fiscal efficiency.Develops proposals, new programs, budgets and grants for the purpose of meeting the District's Strategic Plan and goals. Updated 3.9.17 Page 2 of 3Evaluates District and school Special Education programs and monitors the implementation of special education and compliance with regulations in each location, for the purpose of carrying out and achieving objectives within area of responsibility.Manages fiscal resources from District funds and special education grants, prepares budgets and directs spending, and monitors maintenance of effort, for the purpose of fiscal efficiency in providing required services.Prepares documentation and reports data for the purpose of providing written support, conveying information, and complying with Federal and State regulations Manages special education complaints, for the purpose of providing required services. Where possible, directs the Medicaid Administrative Claiming process and direct billing of Medicaid eligible special education services provided by the district, for the purpose of gaining fiscal resources. Prepares documentation and reports data to the Bureau of Indian Education for the purpose of grants, providing written support, conveying information, and complying with federal and state regulationsREQUIREMENTS:Ability to encourage and inspire leadership and effective working relationships at all levels of the organization, and delegate tasks as well as define roles appropriately.Ability to identify and analyze the key financial indicators needed to provide sound fiscal management of MSS resources.Ability to act as an advocate for the staff and students.Ability to develop an open, professional, and collaborative working relationship with all MSS staff.Ability to present him/herself as an educational leader who can engender confidence and trust and be comfortable dealing with the varied high expectations of MSS.Exceptional leadership skills.Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources.Exceptional writing and computer skills, with at minimum an intermediate level user ability of the Microsoft Office Suite.QUALIFICATIONS:Master's Degree in Education Administration.Must possess a current Superintendent License or obtain an Iowa License within a negotiated time period.Special Education Endorsement preferred.Superintendent Certificate, five (5) years of government or school administration experience which includes five years of mid-management and supervisory experience.Iowa superintendent license and Evaluator approval [Applicants with an out-of-state superintendent license can get an Iowa administrator exchange license.] Must pass a background check in accordance with Public Law 101-630, Public Law 101-647, and the Indian Child Protection and Family Violence Prevention Act.Must possess a valid driver's license.Must pass a pre-employment drug screen.Native American preference and experience with BIE/Tribal Grant School PENSATION: Competitive Salary and Benefit PackagePlease include Cover Letter, Resume and three (3) letters of reference.Deadline to Apply: March 16, 2026Job Posted by ApplicantPro
