This job was posted by : For moreinformation, please see: Summary:The Senior Resident Engineer (SRE) is the unit supervisor of two unitswithin the District. The SRE will provide direct oversight andsupervision of the unit(s) and all unit staff; provides engineeringdirection for the administration and inspection of multiple, complexconstruction contracts/projects, assuring the work performed conformswith construction plans and specifications, and complies with local,state and federal requirements.The SRE is responsible for ensuring that all work performed complieswith engineering practices; performs administrative duties to includepersonnel and resource management; initiates and monitors safe workprocesses, ensuring training requirements are fulfilled for self andstaff.The SRE is responsible for the oversight and supervision of consultantengineering services.This position is eligible for a $4,000 hiring incentiveJob Duties:Provide engineering and technical direction for the administration ofmultiple, complex construction contracts to assure work is performed ina manner that provides a functional, durable project that meets designintent. Monitor and enforce safety processes. Administrative dutiesincluding personnel management, evaluation, discipline, hiring,termination and guidance of subordinate personnel relating to thedepartments prevailing policies and procedures.Responsible for setting all work standards within the unit assuring thatmaximum organizational efficiency is achieved, and accomplishingdistrict and division objectives related to construction processes onADOT projects. The SRE will also assist in coordination of roadblock andothersupplemental duties during winter storm events and and/or emergencies.Provide oversight and supervision of engineering services provided byconsultant inspectors and engineers to administer itiate & monitor training of subordinate personnel to assurecompetent, effective, motivated & fully knowledgeable workforce toprovide a quality product in conformance with all prevailing laws,rules, regulations & in compliance with quality standards. Task isaccomplished through needsassessments & scheduling so as not to interfere with constructionproject progress. Provide leadership, coaching & supervision ofsubordinate personnel to enhance the quality of the product, service tothe customer & assure compliance with all plans, specifications, rules &requirements.Provide input on project scope, design and development, and representthe best interests of the State in project and other meetings related tothe ADOT state highway system, as requested. Initiate correspondence,memos, reports and construction documents to facilitate contractcompliance, conflict resolution, contract clarification and response topublic inquires. Coordinate construction activities with Federal, State,local and private entities to assure conflicts are minimized and thepublic is well served.Knowledge, Skills & Abilities (KSAs):Knowledge of:Civil Engineering theory and practices.All applicable Federal and State statutes, agency standards,regulations, policies and procedures pertaining to area of assignment. Methods, procedures and techniques utilized in management of puter applications as they pertain to area of assignment.Safety practices.Applications of departmental policies and proceduresSkill in:Interpret and analyze a wide range of technical, complex engineeringdata.Develop and implement appropriate standards, procedures and prioritiesrelated to area of assignment.Supervision and leadership. Interpersonal relations as applied to contact with subordinatepersonnel, other governmental agencies, contractors, consultants and thepublic.Oral and written communication.Scheduling available staff to cover needs and minimize overtime.Ability to:Review/analyze engineering related materials, reports, documents,plans and specifications.Provide engineering related teract with multiple federal, state and local munication both oral and written in a positive and professionalmanner.Provide leadership and set direction for a staff of multiple full timeemployees and consultant technicians. Ability to coach and develop employees, including continuousimprovement practices and principles.
