This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out u2022 Analysis of markets and strategic sourcing to align with business goals. u2022 Responsible for managing Subcontractor cost, schedule and technical performance, and ensuring L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability with the ability to monitor & assess project issues and develop mechanisms & resolutions to meet goals. u2022 Understanding of baseline centric execution and Change Management with the ability to review status of projects, budgets, forecasts, EVMS; contribute to status reports u2022 Develop, maintain and manage strategic relationships with suppliers to achieve Program, Customer and Corporate goals for sales, orders and profit u2022 Partners with Engineering, Program Team, Commodity Managers and Suppliers to drive alignment with commodity strategies for supply base optimization and lowest total acquisition cost u2022 Negotiation expertise to include drafting and negotiating contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements u2022 Establish & manage major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals throughout the program, including analysis of supplier capacity and capabilities. u2022 Responsible for initiating corrective action measures with Suppliers when necessary and assessing trends in performance to prevent delays or cost overrun u2022 Regular onsite engagement with the Program and Engineering team for vendor issues and delivery timelines Essential Functions: u2022 Motivated self-starter versed in the Subcontract Process Flow and managing supplier performance in the areas of technical scope, schedule, and cost u2022 Work should be performed within set boundaries and with very little direct supervision u2022 Must be able to communicate effectively with a wide array of professional levels and functions u2022 Manage program budgets and explain variances in monthly performance u2022 Ability to navigate FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance u2022 Support Small Business Initiatives u2022 Ability to generate spending plans, payment forecasts, and variance reports u2022 Follow strategic direction set by Program and functional leadership u2022 Customer and Vendor Travel 25~ + Qualifications: u2022 Bacheloru2019s Degree and minimum 10 years of prior relevant experience. Graduate Degree and a minimum of 8 years of prior related experience. In compliance with pay transparency requirements, the salary range for this role in New York state is $95,500 - $177,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
