Summary:Victory Solutions LLC is a wholly owned subsidiary of Dynamo Technologies. Victory Solutions is a Small Disadvantaged Business providing quality technical and engineering services to NASA, the DoD, Industry and academia.We are looking for a Program Financial Analyst to support our Sea-Based X-Band (SBX) Team in Huntsville, AL.Principal Duties and Responsibilities:- Support Senior Program Analyst with program schedule development and maintenance, budgeting, performance metric establishment and monitoring, risk assessments, briefings, and general communications related to program activities.- Build and maintain relationships with other functional areas to include contracts, subcontracts, accounting, accounts payable, purchasing organizations, recruiting, and pricing. Assist with management, maintenance, and monitoring of subcontractor funding and expenditures.- Demonstrate and maintain working knowledge of contract terms and conditions and ability to work together with contracts department. Guide and provide direction and instruction to Billing Staff for preparation and submission of invoices.- Assist in unbilled and DSO analysis with proactive actions to monitor, improve or maintain. Provide analytics and reporting to ensure that contracts are within negotiated and agreed-upon parameters and cost control guidelines.- Provide support to include development of quarterly estimates at completion and monthly financial Providepricing and BOE support for Modifications and ECPs to current programs.- The Program Financial Analyst is required to build knowledge of the program acquisition life cycle process, requirements, policies, procedures, cost and schedule estimating, systems disciplines, engineering specifications and commercial practices.- Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.- Collaborates on mechanisms for monitoring project progress and for intervention and problem solving with Senior Program Analyst and clients.- Reviews award and modifications for financial changes. Completes internal documentation for system update requests.- Reviews CLIN/SLIN/ACRN accuracy and expiring funds, ensuring the funds that expire first are used first prior to invoice submission. Provides updates to the Senior Program Analyst on potential funds that can be de-obligated. Provides funding analysis to support the Limitation of Funds requirements. Reviews unbilled and provides reconciliation and determination for billing.- Audits travel authorization for staff in accordance with the JTR and contract requirements.- Reviews the holiday and PTO balance reports to ensure that the staff balances are in line with corporate policy.- Supports development of multi-level Contract Work Breakdown Structures and dictionaries for the project. Builds experience with commercial project control software systems (Costpoint).- Supports completion of all Financial CDRLs and reports required.Job Specifications:- Bachelor's degree required. The following may be substituted for the Bachelor's Degree requirement: High School Diploma and six (6+) yrs experience.- One or more (1+) years of experience with financial planning and analysis, project planning and control, forecasting, indirect rate management, and variance analysis is required.- Intermediate level proficiency in Microsoft ExcelAdditional Requirements:- Ability to obtain and maintain a Secret security clearance is required.- US Citizenship required.Victory Solutions is an equal opportunity employer.
