Engagement Lead & Procurement Advisor, Senior

Benefits: Health insurance BVA Bears IT Solutions is seeking a Senior Engagement Lead & Procurement Advisor for both MD area as well as PA area. These positions are full-time, remote role with travel to other government or contractor facilities as required in PA and MD. The average workday is 8 hours and the window in which those 8 hours may be scheduled is between 6:00am and 6:00pm Eastern Time, Monday through Friday, except for Government Holidays with the core hours (9am to 3pm) being covered. The Senior Engagement Lead & Procurement Advisor serves as the executive-level leader responsible for guiding all phases of the City’s Procurement Transformation Initiative. This role provides CPO-level expertise, strategic direction, governance design, and executive decision support across the Current State Assessment, Benchmarking, Future State Model, Transformation Roadmap, and Final Executive Deliverables. The position ensures alignment with RFP requirements for senior procurement leadership, facilitates cross-departmental engagement, and provides high-level advisory input on procurement modernization, centralized operating models, organizational design, and policy/structural recommendations. The Senior Engagement Lead collaborates closely with the Project Delivery & Compliance Manager, Senior Data/Financial & Benchmarking Analyst, Lead Deliverables Writer & Communications Specialist, and City stakeholders to ensure that all deliverables meet expectations for quality, clarity, rigor, and compliance. Key Responsibilities: Executive Leadership, Assessment Oversight & Strategic Direction Stakeholder Engagement, Executive Liaison & Decision Facilitation Benchmarking Supervision & Best-Practice Integration Future State Model, Governance Framework & Roadmap Development Executive-Level Deliverables, Reporting & Quality Assurance Compliance, Documentation & PSSOP Alignment Support for Presentations, Clarifications & City Evaluation Processes Quality Assurance, Documentation & Compliance Basic Qualifications: Former Chief Procurement Officer (CPO), Deputy CPO, or senior procurement executive experience. Expertise in procurement transformation, centralized operating model design, strategic sourcing, and governance structures. Experience with complex or decentralized organizations, preferably municipal/public sector. Strong communication, facilitation, and executive advisory skills. Ability to guide cross-functional teams through assessment, design, and roadmap phases. Familiarity with Philadelphia procurement processes, policies, and operations. Experience implementing governance frameworks and performance metrics. Background in change management, executive communications, or operational transformation.
