Overview The Building Automation Systems (BAS) Project Representative serves as the IS Delivery project team's technical authority and client advocate, responsible for planning, procurement strategy, construction oversight, system activation, and operational turnover of building automation and controls systems. This role ensures BAS infrastructure is capable of and supports all required project outcomes, including technical requirements, operational stability, resiliency, regulatory compliance, and financial obligations. The position provides leadership across architects, engineers, controls contractors, mechanical contractors, commissioning agents, and facility operations teams, ensuring that building automation systems are designed for performance, maintainability, cybersecurity, and long-term operational value. Responsibilities u2022 BAS Planning & Program Development u2022 Support the project team by developing BAS procurement, contracting, and execution plans for IS Delivery portfolios. u2022 Ensure compliance with controls architecture, integration strategies, and interoperability standards. u2022 Collaborate with Engineering, Data Delivery, M&V, and Analytics to ensure system requirements for HVAC controls, central plants, critical environments, energy management, and fault detection systems are delivered by the construction team. u2022 Collaborate with ENFRA and client facilities leadership to align BAS systems with ENFRA designs specific to the project portfolio, required operational reliability, energy efficiency, and sustainability goals. u2022 Lead technology evaluations for all proposed solutions, systems, platforms, and components u2022 Ensures bidder qualifications and quality control programs meet ENFRA requirements u2022 Design Collaboration with Project Engineering Team: u2022 Collaborate on design and submittal documents for building automation systems. u2022 Support Engineering teams to ensure compliance with: u2022 ENFRA standards u2022 Owner requirements u2022 Industry standards and best practices u2022 Regulatory requirements u2022 Cybersecurity and IT standards u2022 Coordinate BAS integration with: u2022 HVAC systems u2022 Central utility plants u2022 Electrical monitoring systems u2022 Lighting controls u2022 Security and life safety systems u2022 Analytics u2022 Measurement and Verification u2022 Participate in design reviews, constructability reviews, and value engineering efforts. u2022 Procurement & Contracting u2022 Develop procurement documents and solicitations for control systems and integration platforms. u2022 Prepare and review for bidders: u2022 BAS specifications u2022 Bid packages u2022 Vendor qualification criteria u2022 Evaluate contractor proposals and recommend vendor selection. u2022 Ensure procurement aligns with open protocol standards (BACnet, Modbus, etc.) and owner interoperability requirements. u2022 Construction Team Support u2022 Provide technical support during construction to ensure proper installation of: u2022 BAS infrastructure u2022 Controls hardware u2022 Field devices u2022 Network architecture u2022 Provide support with reviewing: u2022 Submittals u2022 Controls drawings u2022 Sequence of operations u2022 Network architecture diagrams u2022 Monitor project progress to ensure adherence to schedule, budget, and quality standards. u2022 Commissioning & Functional Performance u2022 Support building automation commissioning activities as required by ENFRA u2022 Collaborate with contractors, engineers, and commissioning authorities to ensure rapid, practical resolution of issues that impede project outcomes. u2022 System Integration & Data Strategy u2022 Support BAS integration with enterprise systems including: u2022 Energy management platforms u2022 Analytics and fault detection systems u2022 CMMS / asset management systems u2022 IoT platforms u2022 Facilitate data architecture and naming conventions to support long-term analytics and reporting when required. u2022 Support Turnover & Operational Readiness u2022 Assist with documentation, training, and system turnover to facility operations teams. u2022 Review: u2022 As-built documentation u2022 Graphics u2022 Control narratives u2022 O&M manuals u2022 Facilitate BAS training programs for facility staff. u2022 Support post-occupancy system optimization and performance tuning as required Qualifications Required Education, Experience, and Qualifications u2022 10+ years experience in building automation systems design, construction, commissioning, or operations. u2022 Experience with complex facilities such as: u2022 Hospitals u2022 Research laboratories u2022 Pharmaceutical facilities u2022 Mission-critical environments u2022 Large commercial buildings u2022 Experience managing BAS through the full project lifecycle. Preferred Education, Experience, and Qualifications u2022 Strong knowledge of: u2022 HVAC control systems u2022 BAS architecture and integration u2022 Open protocol communications (BACnet, Modbus, LonWorks) u2022 Central plant automation u2022 Laboratory and healthcare environmental control u2022 Commissioning processes u2022 Control sequences and system optimization u2022 Building energy management systems u2022 BAS cybersecurity best practices u2022 Preferred Qualifications u2022 Certified Healthcare Facility Manager (CHFM) u2022 Certified Energy Manager (CEM) u2022 Certified Commissioning Professional (CCP) u2022 LEED Accredited Professional u2022 Professional Engineer (PE) Pay Range USD $101,610.00 - USD $135,645.00 /Yr.
