Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations._ Responsibilities: Serves as the lead Administrator for Child & Adolescent Psychiatry overseeing administrative and financial matters. Child & Adolescent Psychiatry includes a large psychiatric inpatient service, partial hospital program, a Psychiatric Consultation Liaison Service to Golisano Childrenu2019s Hospital, Peds CPEP, two large outpatient centers, 22 satellites in area school districts and 5 embedded pediatrics specialties clinics, as well as a psychology post-doc training program, Child and Adolescent Fellowship program, several state and regional grants and contracts for support to pediatricians across New York State, juvenile justice system, courts system, etc. With executive and policy guidance serves as the senior person for operational, administrative and clerical staff across the Child & Adolescent Psychiatry ensuring regulatory OMH, Joint Commission, Justice Center and hospital policies compliance, operational efficiencies, and patient access standards. Serves as the principal financial officer for the divisionu2019s FAOs and all of its clinical, academic and contracts including budgets, business improvement plans, and revenue cycle. SCHEDULE + M-F flexible- weekends as needed ESSENTIAL FUNCTIONS Financial Management: + Prepares, recommends and controls budgets for all of the FAOs in the Child & Adolescent Division. Approves expenditures, re-allocates funds to align with work efforts, authorized manpower reports and non-salary budget. + Manage expense/revenue for clinical and revenue generating programs in the division. Maintains close liaison with SMH Finance, URMG and SMD Finance for the division in collaboration with the Department of Psychiatry Director of Finance in projecting volumes and identifying growth opportunities for business plan development, grant and contract development. + Develop, track and monitor financial and clinical performance improvement metrics to meet enterprise mission and goals. Provides regular financial reporting to the Associate Chair of Child & Adolescent Psychiatry, the divisionu2019s Chief of Ambulatory services and Chief of Acute services, the Department CAO and Director of Finance regarding revenue/expense projections/ profit and loss statements + Coordinates capital budget process for the adult acute services and submits to department for approval/submission. Oversees capital project implementation as primary point person. Business Plan Development: + Perform market and needs analysis for expansion and growth of existing programs and services. Responsible for the development of business improvement plans aimed at achieving departmental strategic goals. + Ensures that appropriate resources are allocated to achieve business plan deliverables. + Collaborate and consult with Pediatric Department opportunities for growth and partnership. Track Business Improvement plans as submitted and approved by JOC. Operations Excellence and Oversight: + Develops and tracks key performance indicators for ambulatory care and make recommendations for improvements as needed. Collaborates with Divisionu2019s chiefs and lead clinical leadership in adapting or developing clinical, academic, research and other strategic plans to include educational and population health objectives for children and youth service delivery. Takes a leading role in facilitating the integration of new models into operations. Collaborates with nursing leadership to track key performance indicators for inpatient care and supports operations as needed. + Lead the development of performance improvement programs and collaborate with key leaders for implementation, including the optimization of clinical templates. Identify roadblocks for implementing operational performance tracking and changes, and assist with developing and implementing strategies for correction. + Prepare and submit EZPAR and other necessary documentation to NYS OMH for clinic satellite expansions and other division strategic initiatives requiring NYS OMH approval. Take the lead in working directly with Project Management and Real Estate on capital projects for the Division. + Responsible for planning and directing administrative and other support functions necessary to meet the full objectives for meeting the needs of the Child and Adolescent patient population in the region, including the development of a URMFG Specialty Practice within the Division, expansion of the Child and Adolescent CCBHC clinics. Change Management: + Uses change management frameworks to support faculty, staff, and patients through significant changes to practice and process. + Leads the development of communication plans in support of clinical programs and works closely with marketing and communications professionals on plans that support achievement of divisionu2019s goals. + Ensures optimal implementation of new clinical initiatives, including optimization initiative. Data Reporting and Monitoring: + Responsible for the preparation of correspondence, operating records, financial and administrative reports. + Participates in monitoring and evaluation of the various Division Initiatives and prepares analyses and reports and to inform recommendations for programs and policies. + Orchestrates data reporting per regulatory requirements in collaboration with departmentu2019s info systems team, ISD and Epic teams. + Utilize Tableau and other enterprise level reporting tools to develop reporting analytics to support operational decision making and best practices for the enterprise ambulatory care programs. + Develop and present customized reports on production and fiscal performance of services at Departmentu2019s Quarterly Division meetings. Oversight of Staffing, Onboarding and Training: + Collaborates with the Department Faculty Support Office in developing recruitment forms for faculty recruitment and onboarding for new division faculty. + Establishes an administrative organization infrastructure for the Child & Adolescent Psychiatry consistent with workloads and collaborative teamwork to achieve excellence and efficiencies. + Responsible for planning, directing operational, administrative and clerical support across all of the divisionu2019s services. + Selects and supervises administrators, and other program operations direct reports, provide necessary training, development and evaluates their performance. Other: + and other duties as assigned MINIMUM EDUCATION & EXPERIENCE + Bachelor's degree and 7 years of relevant management experience required. Or equivalent combination of education and experience. + Masteru2019s Degree in Business Administration or other equivalent graduate degree program in Health Care Leadership strongly preferred. + Relevant work experience in a complex health care system, including substantive work at the managerial level in an academic medical setting preferably in a Behavioral Health care setting in NYS preferred. KNOWLEDGE, SKILLS AND ABILITIES + Ability to lead and influence with both direct and indirect authority preferred. + Project management skills including expertise in change management and use of tools for evaluating existing work processes and recommending improvements in workflows. + Exemplary communication skills across multiple constituent groups.
