Summary This position is located in Independence National Historical Park, in the Asset Preservation and Maintenance Division. This division also oversees the management of the Edgar Allan Poe National Historic Site, Thaddeus Kosciuszko National Memorial, and Gloria Dei (Old Swedes) Church National Historic Site. The position is responsible for the preservation and maintenance of historic, recreation, and modern wooden building components and features, as well as furniture and exhibit items, and locks. Responsibilities Performs complex carpentry and fine woodworking involving the construction, repair, restoration, and reproduction of high-grade furniture, cabinetry, architectural millwork, and decorative woodwork for use in offices and historic buildings, where accuracy, fit, and appearance are critical. Plans, lays out, and fabricates wood components and assemblies by interpreting blueprints, shop drawings, sketches, and preservation standards; selects appropriate materials, tools, and methods; and produces closely dimensioned work using precise joinery and finish techniques. Repairs, alters, installs, and maintains structural and finish carpentry elements of buildings and structures, including framing, floors, doors, windows, trim, cabinets, shelving, and related features, ensuring structural integrity, proper fit, weather-tightness, and visual compatibility with historic construction. Designs and constructs custom fixtures, jigs, templates, and special tools to accomplish non-standard or highly detailed woodworking and carpentry tasks, and operates and maintains a wide range of woodworking machinery, power tools, and hand tools. Leads and provides technical guidance to assigned workers by explaining work methods, demonstrating techniques, ensuring adherence to safety and preservation requirements, and coordinating work with architects, preservation specialists, and other trades as required. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. you may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications Requirements Continued: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. Additional Information This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. The defined vicinity for this position includes the following counties within the local commuting area: Philadelphia, Montgomery, Bucks, Delaware, Berks, Lancaster, Lehigh, Northampton, and Chester in Pennsylvania; Camden, Burlington, Gloucester, Salem, Cumberland, and Mercer in New Jersey; New Castle in Delaware; and Cecil in Maryland. Residency will be verified during the hiring process. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. Physical Demands: Work requires frequent walking, standing, stooping, kneeling, climbing, bending, reaching, stretching, crouching, and awkward positions. Performs strenuous work while standing or sitting and often in uncomfortable positions in limited access areas. Considerable arm movement is required when nailing, using handsaws, planes, screwdrivers, drills, and shop mounted woodworking equipment. Works from ladders, scaffolds, and lifts at various heights up to 125 feet. Frequently lifts, carries, and sets up tools, equipment and parts that weigh up to 50 pounds of various shapes and sizes. Occasionally may lift and carry items in excess of 50 pounds or items that have an irregular shape or size. Working Conditions: Incumbent will be required to work in offices, workshops, industrial, or mechanical spaces, inside or outside in all types of weather, in clean or dirty, quiet or noisy, hot or cold, conditions and tight spaces. May be exposed to grease, exhaust, foul smells and malodorous conditions, broken bones, strains, sprains, cuts, bruises, burns, and falling or slipping hazards. May be exposed to eye, skin, nose, and lung irritations from glue, bonding chemicals, vapors, splinters, and sawdust. Frequently exposed to the possibility of receiving cuts and serious injuries, such as loss of fingers, from accidents while operating woodworking machines. Requires caution in working with moving parts during operation of equipment. Required to wear appropriate personnel protective equipment. Required to work during snow, other emergencies, or special events to ensure the operational readiness of equipment before, during and after weather related, emergency, or special events. May be exposed to extreme outdoor and/or indoor temperatures ranging from below 0F to over 100F. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
