Yes County Albany Street Address 625 Broadway City Albany State NY Zip Code 12233 Duties Description Under the overall direction of the Director of Outdoor Recreation and reporting to the Environmental Program Specialist 2, this position will coordinate and develop statewide outdoor recreation programs and events organized by the Office of Outdoor Recreation. The Environmental Program Specialist 1 (EPS1) will work with DECu2019s natural resources divisions, Division of Communication, Education, and Engagement, and other divisions, offices, and regions within DEC, as well as with other State agencies and community groups, to plan outdoor recreation activities and events on state lands, and to promote these opportunities and resources to a diversity of New Yorkers.Specific duties include, but are not limited to, the following:u2022Coordinate and assist with established annual statewide events and programs including Get Outdoors & Get Together Day, First Day Hikes, and I Love My Park Day and assist in the development of new programs that engage the full range of New Yorkers in access to the outdoors and participation in outdoor recreation activities.u2022Assist with the implementation of the Stateu2019s u201cThese Lands are for Everyoneu201d initiative, a coordinated effort to expand access to the outdoors for all New Yorkers by investing in immersive, welcoming, and inclusive destinations on state lands.u2022Coordinate the annual Catskills Fire Tower Challenge and the ongoing Get Offline, Get Outside Challenge.u2022Conduct outreach to and build relationships with community organizations and stakeholders to increase engagement with agency programs.u2022Working with communications staff, assist with efforts to promote outdoor recreation programs and offerings to a diversity of New Yorkers.u2022Attend conferences, expos, and community events to promote the Departmentu2019s outdoor recreation efforts and programs.The position requires the ability to work effectively with a variety of stakeholders, including representatives of other Department program divisions, other State agencies, external partners, and members of the public. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Qualifications for NYHELPS or 55b/c appointment are: EPS TRAINEE 1: Four years or experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding or organizational change efforts; assisting with the development of environmental public information campaigns.An associate degree may substitute for two years of experience; a bacheloru2019s degree may substitute for four years of experience; a masteru2019s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.EPS TRAINEE 2: Five years or experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers;
