Position Summary The incumbent of this position is a Supervisory Tax Examiner II in the Office of the Chief Financial Officer (OCFO) Office or Treasury for the City of Detroit. The Supervisory Tax Examiner II will be assigned to lead and supervise the Supervisory Tax Examiner I and Tax Examiner I, II, II, and IV paraprofessionals. Primary responsibilities can include planning, implementing, supervising and controlling all Tax Examiner-related activities of the teams and projects assigned. Examples of Duties + Supervises subordinate staff of paraprofessionals who perform or support duties including database management, reporting, refund processing, adjustments and payment posting, verifying individual and business payment compliance, and confirming compliance with state and local laws. + Ensures compliance with all the implementation guidelines required for successful implementation and use of new technologies. + Assigns work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees. + Evaluates performance of subordinates including conducting periodic reviews of performance including a six month and annual review. + Draws charts and graphs, using computer spread sheets to illustrate technical report. + Acts as liaison between Tax Office and Tax Office at Wayne County pertaining to transferring of delinquent tax roll at the end of tax season, if applicable. + Leads and oversee the review, verification, and issuance of individual and business clearances as required under city ordinance. + Develops and trains team members on responsibilities ranging from adjustments, refund processing, spread fixes, import & export data files, error corrections, reviewing Accounts Receivable module in Oracle ERP, other department tracking databases such as Accela, and communication with State of Michigan to confirm city income tax compliance. + Sets priorities and prepares schedules for completion of work. + Supervises payroll time, payroll data, withholdings, benefits, and other employee related data. + Performs special projects and other duties as assigned. Minimum Qualifications Qualifications (required): + Bachelor's degree, from an accredited college or university, in finance, business administration, or related field, and/or equivalent combination of education, certification, and experience + Experience in leading teams, projects, or other assignments that illustrate supervisory capabilities. + Minimum of five years of demonstrated experience in business process and systems support, which includes business systems analysis, design, and system testing. Qualifications (preferred): + Bachelor's degree or at least eight semesters (12 term credits of coursework) from an accredited college or university with major course of work in accounting, business, or public administration. Equivalency + Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis Supplemental Information Evaluation Plan + Interview: 70% + Evaluation of Training, Experience & Personal Qualifications: 30% + Total of Interview and Evaluation T.E.P: 100% Additional points may be awarded for: + Veteran Points: 0 u2013 15 points + Detroit Residency Credit: 15 point LRD: 03/18/2026 Knowledge, Skills and Abilities + Use of personal computers + Verbal and written communications, specifically relating to technical tax information + Interviewing techniques including conducting information al interviews of taxpayers and professionals + Recognizing problems and initiating corrective action using logical decision-making techniques + Use of Microsoft Office (e.g. Word, Excel, Access, PowerPoint) and other office suite software packages + Use of Excel(e.g. Formulas, PivotTables, VLOOKUP, HLOOKUP, other functions, charts, tables) and other financial management software packages functionality + Use of large complex, multi-departmental financial systems, and demonstrate the knowledge required to interpret resulting financial and accounting reports, summaries, and budgets + Interpersonal skills to interact effectively with personal contacts in a business-like, customer service-oriented manner, and maintain favorable public relations + Understanding written sentences and paragraphs in work related documents + Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate and not interrupting at inappropriate times + Talking to others to convey information effectively + Presenting concise information to a variety of audiences PHYSICAL DEMANDS + The work is characterized as sedentary. + Typically , Tax and Revenue Examiners sit comfortably to do their work, interspersed by brief periods of walking, standing, bending, carrying of papers and books, and extended periods requiring the use of computer terminals to accomplish work objectives . + Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. WORK ENVIRONMENT + Work is performed primarily in an office environment. + Some work requires travel to meetings, conferences, and other work sites with exposure to seasonal weather conditions.
