This job was posted by : For moreinformation, please see:Essential FunctionsSubject to management approval, serves as the Telecom & NetworkPortfolio Manager for the Department of Innovation & Technology (DoIT),managing and administering policy and procedure for the generaloperation of Department procurements for the Telecom & Network portfolioin the Information Technology Management Office (ITPO).Plans and develops aspects of portfolio and category creation andstrategic sourcing, providing leadership and support to ITPO procurementstaff for implementation of all sourcing initiatives to deliverproductivity while at the same time enhancing customer service for endusers and client agencies, including collaboration with the IT StrategicResourcing Procurement Manager.Administers Department procurements through subordinate staff overseeingmanagement of procurement of goods and services for DoIT and clientagencies, including overseeing initial development of all types ofprocurements, specifications, and helps to define solicitation andcontract specifications.Develops plans to strengthen cost containment and align resources tobetter leverage spending, including analyzing spending trends/history incomparison to client provided forecasts to identify opportunities forinfluential and proactive negotiations.Serves as full-line supervisor.Serves as an official agency spokesperson to internal and externalentities, vendors, contractors, public, private, and federal officialsand possesses significant authority to bind the Department to specificcourses of action in providing selection and approval of contracts andpossesses independent authority to commit and reallocate portfolio andcategory resources to enhance the quality and efficiency of goods andservices provided on behalf of the Department.Reviews and maintains the Business Enterprise Program (BEP) and VeteransBusiness Program (VBP) compliance and deliverables through subordinatepersonnel, in coordination with DoIT Supplier Diversity unit staff.Performs other duties as required or assigned which are reasonablywithin the scope of the duties enumerated above. Minimum QualificationsRequires knowledge, skill, and mental development equivalent tocompletion of four (4) years college, with courses in business or publicadministration.Requires prior experience equivalent to four (4) years of progressivelyresponsible administrative experience in a business or publicorganization, with a focus in procurement, purchasing, or sourcing in apublic or private organization.Requires three (3) years of professional supervisory experience in alarge organization.
