Summary This position is located in Rock Creek Park. This position serves as an experienced engineer providing civil engineering mentorship and expertise. The incumbent's work will include design, studies, analyses, construction administartion, documentation, inspections, assessments and evaluating facility capacities and operaitions. Responsibilities The major duties of the Civil Engineer position include, but are not limited to: Provide review, guidance, tracking, and oversight for design and construction projects from inception through completion. Prepare and maintain documentation of conversations, meetings, review sessions, on-site inspections, and related activities. Serves as the Contracting Officer's Representative (COR) and single point of overall technical and administrative responsibility and accountability. Participate in pre-bid meetings in support of the Contracting Officer (CO). Prepare project scopes of work (SOW) for AE design services and construction projects; develop associated project schedules and cost estimates. Manage construction change orders by preparing SOW and cost estimate for CO for construction modification. Coordinate with project specialists, compliance staff, cultural resources staff, and other project team members to meet project goals. Exercise overall coordination and management of site investigations, planning, design, and scheduling between site personnel, and contractors. Review project plans and specifications for quality assurance prior to acceptance of final construction documents. Observe, monitor, investigate, and evaluate construction projects during all stages to ensure safety, soundness, and compliance with contract requirements and design. Duties will be developmental in nature when filled below the full performance level. Requirements Conditions of Employment U.S. Citizenship required. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Must be able to work in special working conditions i.e. outdoors in adverse weather and/or hazardous worksites. Must possess a valid driver's license. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to 2 nights per month.
