Licensing Analysts provide administrative support for the Licensing Section, which processes new and renewal license applications for consumer lenders (finance companies, payday loan companies, and insurance premium finance companies); pawnbrokers; check cashers; bond-for-deed escrow agents; sale of check companies; loan brokers; residential mortgage lenders; residential mortgage lending originators; repossession agencies; and repossession agents (includes regular, qualifying and apprentice) and registering notification filers. Minimum Qualifications Three years of experience in the issuance, maintenance, or reinstatement of licenses; OR Six years of full-time work experience in any field; OR A bachelor's degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: + Independently reviews applications for new licensees. Verifies that all required documents are accurate and complete before accepting for filing. Contacts executive officers to discuss any discrepancies and follows up with appropriate correspondence, if necessary. Where applicable, verifies that licensees have completed the necessary continuing education, as required. + Researches the database for any pertinent information that would affect licensing decisions, such as other OFI licenses held, negative aspects such as unlicensed activity or complaints, etc. + Independently reviews, processes, and approves Residential Mortgage originator license applications on the National Mortgage Licensing System & Registry, which is a web based system that allows mortgage companies, originators, and branches to apply for, amend, and renew licenses online. Analyzes fees submitted with all applications to ensure checks are for the correct amount, depending on reason for submission; assigns accounting codes and posts checks for fees owed. Contacts company concerning additional fees; or, if refund is due, posts checks accordingly, writes memo to Accounting, and submits memo to a Supervisor for approval. Once refund check is issued by Accounting, prepares and mails letter to accompany the refund check. + Submits completed company applications for LCCL, Pawnbrokers, Check Cashers, Sale of Checks, Bond for Deed, Repossession Agents, and Notification filers for approval. When approval is received, issues licenses. + Updates files with pertinent information. + Prepares and mails correspondence concerning checks returned to this department due to missing signature, insufficient funds, and closed accounts. Prepares requests and responses for information to/from entities that include professional organizations, federal, state, and the general public and other licensing and/or certification entities relative to licensees, statutes, rules and regulations and other public information Position-Specific Details: Appointment Type: Probational, Promotional, Detail to Special Duty, or Job Appointment Career Progression: This position does participate in a Career Progression Group and may be filled from this recruitment as a Licensing Analyst 1, 2 or 3.
