This position oversees a team of professional staff responsible for project feasibility analysis, planning, and intergovernmental coordination in support of Louisianau2019s coastal restoration and hurricane flood protection programs. The incumbent manages complex, multidisciplinary efforts that balance environmental, economic, and social considerations while advancing CPRAu2019s mission to protect, restore, and sustain the stateu2019s critical coastal resources. Minimum Qualifications A bachelor's degree in one of the following fields: biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus four years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR A master's degree in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus three years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR A Ph.D. in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus two years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology. Job Duties and Other Information Job Duties: + Supervises and manages a multidisciplinary team responsible for project feasibility analysis, planning, and intergovernmental coordination for multi-million-dollar coastal restoration and hurricane flood protection initiatives, including hiring, training, scheduling, and evaluating staff performance. + Leads stakeholder engagement and high-level coordination efforts by supporting public meetings and hearings, guiding technical data collection and analysis, and overseeing the development of reports and materials used by senior leadership, task forces, and legislative bodies to inform project selection and funding decisions. + Oversees the development and management of professional service contracts, including evaluating RFP responses, negotiating cost estimates, ensuring compliance with contractual and regulatory requirements, reviewing deliverables and invoices, and providing award and performance recommendations to senior leadership. + Leads and supports federal grant activities by preparing proposals, monitoring compliance and reporting requirements, ensuring timely submission of deliverables, and advising leadership on risks and solutions to maintain full grant compliance. + Directs and reviews the development of detailed technical reports and staff work products, ensuring accuracy, quality, and compliance prior to submission to senior leadership and external stakeholders, including materials prepared for the Governor, Congressional Delegation, Louisiana Legislature, and public dissemination. + Represents the Planning & Research Division and CPRA in technical subcommittees, conferences, and public forums, while supporting special projects and fulfilling duties that include in-state fieldwork under challenging conditions and occasional out-of-state travel.
