Yes County Albany Street Address 625 Broadway City Albany State NY Zip Code 12233 Duties Description Support the Departmentu2019s financial operations related to environmental programs by performing professional budget and fiscal analysis. Responsibilities include monitoring expenditures and revenues for assigned programs and ensuring that spending plans and fiscal actions are compliant with applicable laws, regulations, and agency procedures. The position will also support the Departmentu2019s federal grant activities. u2022Duties include, but are not limited to: u2022Collaborating with various stakeholders to advance new federal funding opportunities that make critical investments to protect New Yorku2019s natural resources and environment; u2022Assisting with and analyzing specific program proposals and justifications, and preparing required financial and budget documents;u2022Querying and analyzing data from fiscal databases ensuring revenues are accurately recorded in the Departmentu2019s financial systems;u2022Overseeing the federal grant fiscal reporting and carrying out professional accounting and billing; u2022Working closely with representatives from program divisions and other State agencies to resolve budgetary and fiscal issues. The ideal candidate must be highly organized, detail-oriented, and able to manage multiple priorities effectively. Strong analytical, communication, and collaboration skills are essential, along with the ability to work effectively in a fastpaced, deadline-driven environment. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Qualifications for NYHELPS or 55b/c appointment are: Open competitive minimum qualifications for Trainee 1: Four years of experience in budget estimation, justification, and expenditure control functions. Open competitive minimum qualifications for Trainee 2: Five years of experience in budget estimation, justification, and expenditure control functions. Open competitive minimum qualifications for Sr. Budgeting Analyst: Six years of experience in budget estimation, justification, and expenditure control functions.Substitution: An associate degree may substitute for two years of experience; a bacheloru2019s degree may substitute for four years of experience; a masteru2019s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. If applying under the 55b/c, candidates must include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55b/c program.Candidates may also be eligible via the following: Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. or Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either: Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below; or Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary gradesone M grade of this position.
