You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.WHO YOU ARE:Our team is looking for a collaborative and customer-focused IT professional to join our Quality Assurance team. We are searching for an individual with proven experience in test planning, design, and execution, who can contribute to our ongoing efforts in performance, security, and continuous improvement. Excellent communication and problem-solving skills are a must.WHAT YOU WILL DO:The Test Engineer (Systems Analyst III-IV) is selected by and accountable to the Quality Assurance and Test Engineer Manager with the approval of the IT Central Intake and Quality Assurance Director, Deputy Chief Information Officer and Chief Information Officer. Performs complex to highly complex (senior-level) computer systems analysis work. Work involves planning and analyzing user requirements, procedures, and problems to automate processing or to improve Applications Solutions (AS) systems. Works under general to limited supervision, with moderate to considerable latitude for theuse of initiative and independent judgment. May provide guidance or oversee the work of others.YOU WILL BE TRUSTED TO:-Coordinate with designers, developers, or users to clarify system requirements, develop functional design specifications to meet requirements, perform systems testing and/or user acceptance testing (UAT), document test results, and help solve complex operational problems.-Develop or assist in developing comprehensive test plans and may coordinate test activities and/or execute test components to ensure changes to existing or new programs meet business requirements and function as designed.-Prepare charts, diagrams, and tables that depict the present and proposed systems.-Review requirements to ensure they can be tested or validated using an approved alternative.-Develop test case to match requirements; setting up test data; creating and executing automated scripts; and documenting results.-Provide complete test kit (Test scenarios and instructions as identified in the Requirements Traceability Matrix) to end users and assist or demonstrate the system as needed.-Perform System Testing as assigned.-Perform User Acceptance Testing as assigned.-Train UAT testers, presentations, or system demonstrations.-Report work progress, risks, and issues to manager and leadership-May review or assist in reviewing documentation and perform quality assurance activities to ensure compliance with program documentation and procedural standards for the assigned project.-Assist in the diagnosis of problems associated with automated applications and writes detailed specifications for developing or correcting software for handling complex processes to improve system performance and/or accuracy.-Maintains a reliable predictable work schedule.-Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including IT Handbook and Standard Operating Procedures (SOPs) that govern TWC IT.-Contribute to teamwork and communicate effectively.-Promote an image of IT excellence.-May serve as backup to the Manager.-May be called upon to work outside of normal business hours to complete urgent assignments or troubleshoot critical issues.-Perform other duties s assigned to maintain IT operations.YOU ARE A GREAT FIT WITH:-Experience as a systems analyst or a bachelors degree, preferably in a technical or analytical field and three years of experience designing, writing, and executing test scripts to validate system performance.-Experience with automated testing tools.-Skills in developing creative and workable solutions to complex problems.-Knowledge of SDLC (agile, waterfall) principles and practices.-Proactive and detail-oriented; able to manage multiple concurrent projects and tasks; and meet deadlines in a fast-paced environment.-Experience with Microsoft Windows and Office products: Outlook, Word, Excel, Visio and PowerPoint. Experience with SharePoint.-Ability to communicate effectively verbally and in writing.-Experience in TWC technology platforms.-Experience with at least one of the following TWC Divisions: Administration, Customer Care, Childcare and Early Learning, Outreach and Employer Initiatives, Workforce Development, Appeals, Fraud Deterrence and Compliance Monitoring, Unemployment Insurance, Civil Rights and Vocational Rehabilitation.-Experience in Public Sector delivery.YOU QUALIFY WITH:-Systems Analyst III: Two year of full-time experience which provided general knowledge of data processing or systems analysis or two years of full-time experience which provided general knowledge of data processing or systems analysis.-Systems Analyst IV: Three years of full-time experience in computer programming, systems analysis and/or program analysis or three years of full-time experience which provided general knowledge of data processing or systems analysis.-Both Levels: Relevant academic credits may be applied toward experience qualifications for this position.YOU GAIN:-A Family Friendly Certified Workplace-Competitive starting salary: $5,800.00 - $6,200.00 / month-Defined Retirement Benefit Plan-Optional 401(k) and 457 accounts-Medical Insurance-Paid time off, including time for vacation, sick and family care leave-Additional benefits for active employees can be found at your military skills to qualify for this position or other jobs Go to to translate your military work experience and training courses into civilian job terms, qualifications, and skill sets.
