This position supports services under the Texas Department of Information Resources (DIR) Public Cloud Manager (PCM) contract, providing managed cloud services including Oracle Cloud Infrastructure (OCI) to eligible Texas state and local government entities. Job Summary We are seeking a highly experienced Senior Oracle OCI Cloud Engineer to join our team delivering secure, compliant, and high-performance cloud solutions under the Texas DIR PCM contract. This role focuses on designing, implementing, operating, and optimizing Oracle Cloud Infrastructure (OCI) environments for Texas public sector customers. The position requires deep technical expertise in OCI, strong security practices, and the ability to maintain compliance with stringent standards, including successful completion of an FBI CJIS background check (fingerprint-based national criminal history check) upon hire and renewal every 12 months. The ideal candidate will support multi-cloud managed services (with primary emphasis on OCI), ensure CJI-adjacent workloads meet federal and state security requirements, and contribute to operational excellence for government clients. Key Responsibilities + Architect, deploy, and manage scalable, secure OCI environments, including compute, networking (VCN), storage, databases (e.g., Autonomous Database, DB Systems), identity (IAM), and security services (e.g., Vault, WAF, Cloud Guard). + Perform cloud migrations, optimizations, cost management, and performance tuning for Oracle workloads on OCI. + Implement and maintain Infrastructure as Code (IaC) using tools such as Terraform, OCI Resource Manager, or OCI CLI/SDKs. + Design and enforce security controls, encryption (at rest and in transit), access management, logging/monitoring (OCI Logging, Monitoring, Service Connector Hub), and incident response aligned with CJIS Security Policy requirements. + Support compliance efforts for environments handling or accessing Criminal Justice Information (CJI) or sensitive Texas state data, including configuration of isolated compartments, network security groups, and audit trails. + Provide operational support, troubleshooting, patching, upgrades, disaster recovery planning, and high-availability configurations for mission-critical systems. + Collaborate with cross-functional teams, DIR PCM program stakeholders, and Texas agency customers to onboard new workloads and deliver managed services. + Document architectures, procedures, and compliance evidence; participate in audits and security assessments. + Stay current with OCI service updates, best practices, and evolving federal/state compliance mandates (e.g., CJIS, TxRAMP, NIST alignments). Required Qualifications + 7+ years of professional experience in cloud engineering, with at least 4+ years focused on Oracle Cloud Infrastructure (OCI) in production environments. + Proven expertise in OCI core services: Compute, Networking, Storage, Database, IAM, Security, and Governance. + Strong hands-on experience with OCI security features, encryption, key management, network isolation, and monitoring/logging tools. + Experience supporting government or regulated environments (public sector, healthcare, finance) with strict compliance needs. + Solid understanding of Infrastructure as Code (Terraform preferred), CI/CD pipelines, automation scripting (Python, Bash, OCI SDK). + Bachelor's degree in Computer Science, Information Technology, or related field (or equivalent experience). + Relevant certifications: Oracle Cloud Infrastructure Architect Professional (OCI Architect Professional), OCI Foundations/Architect Associate, or equivalent highly preferred. Security & Compliance Requirements + Must successfully pass and maintain an FBI CJIS-compliant background check (fingerprint-based national criminal history record check via Texas DPS and FBI) every 12 months as a condition of employment and continued access to sensitive systems. + Ability to obtain and maintain necessary security clearances or attestations required under the DIR PCM contract and CJIS Security Policy. + Willingness to adhere to personnel security screening, training (e.g., CJIS awareness), and role-based access controls for environments potentially involving Criminal Justice Information (CJI). + No disqualifying criminal history as determined by FBI CJIS standards (final determination made by authorized agency). Preferred Qualifications + Experience with multi-cloud environments (AWS, Azure, Google Cloud) in a managed services context. + Familiarity with Texas DIR contracts, TxRAMP, or FedRAMP-aligned cloud operations. + Knowledge of Oracle Database technologies (e.g., migration to OCI Autonomous Database, GoldenGate). + Experience implementing zero-trust security models or advanced OCI networking (e.g., FastConnect, DRG). + Previous work supporting Texas state agencies or public sector cloud transformations.
