Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Civil Rights Compliance, in Washington, District of Columbia. NOTE: This is a non-bargaining unit position. Responsibilities As an Equal Opportunity Investigator, GS-13 you will perform the following duties: Utilizes a variety of investigative techniques such as interviews or fact-finding conferences, and a variety of instruments such as requests for information, position statements, exchange of letters or memoranda, interrogatories, and affidavits to investigate alleged violations of Federal equal employment opportunity laws; Requests documentary evidence and interview witnesses and responsible management officials (RMOs) to obtain their testimony about the claims; Prepares affidavits tailored to the appropriate model of proof for review and signature by these witnesses and RMOs; AND Uses evidence obtained during the investigation to write and organize the Report of Investigation (ROI), as well as to prepare an investigative summary which summarizes the ROI. You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as: Identifies and frames claims of discrimination, such as preparing acceptance of claim and procedural dismissal notices. Conducts legal research on equal employment opportunity matters using EEOC Management Directive 110, 29 C.F.R. u00a7 1614, et seq., and EEOC precedential decisions. Identifies relevant evidence and witnesses, and using interviews, affidavits, and declarations to obtain testimony. Prepares written reports with factual summaries for use by decisionmakers.
