This role guides developers and small business owners through zoning entitlements, permitting, inspections, and interdepartmental coordination - helping projects move efficiently through Planning and Development Services processes. Essential Functions Handles moderately complex issues and problems and refers more complex issues to higher-level staff. Is capable of performing all duties of a Project Coordinator and provides team support and training, as needed. Identifies potential roadblocks or areas of concern with projects to address upfront. Schedules and facilitates early assistance meetings with various Public Works, Planning and Development Services and Fire Department team members. Guides a team of internal professionals in providing skilled electrical, mechanical, fire and technical work in the construction, maintenance, remodeling and mechanical systems. Facilitates and guides a team to define project scope, obtains required inspections/approvals associated with complex and diverse development projects, identifies major development hurdles, manages processes with outside agencies and establishes timelines for city staff. Creates and executes project work plans and revises as required. Represents the city when meeting with customers, outside professional consultants, contractors and regulatory agencies seeking the cityu2019s approval of large-scale development projects. Conducts pre-development and construction site visits. Attends various public hearings. Coordinates with key stakeholders to design, implement and publicize the Downtown Development Coordinator (DDC) program. Assists small business owners with the permitting and licensing processes necessary to open a business. Provides technical assistance to the Economic Development division by attending site selection meetings, prepares permit review timelines and entitlement process reports for request for proposals (RFPs). Prepares development agreements and makes presentations to city council about economic development. Oversees any right-of-way vacations, property exchanges or other required legal documents as outlined in the development agreement. Initiates changes to department policies and procedures to improve customer service. Serves on and chairs process improvement committees. Tracks project status and provides project reports. Assists with recommending, preparing and presenting educational programs for staff, officials, citizens and other community organizations. Works with applicants to navigate Accela and Eplan systems, assists with permit submittals, monitors permit reviews and uploads and reviews resubmitted documents during the review cycles. Establishes permitting requirements and determines how best to phase permits. Facilitates review of preliminary plans. Reviews and approves code alternates, upgrade agreements, development agreements or other documents. Coordinates review of applicable documents by the city's legal team. Facilitates occupancy meetings with inspectors, assists contractors in creating Technology Commercialization Office (TCO) plans for phased occupancy of complicated projects and provides support in obtaining all TCO plans, permanent occupancy and project closeout information. Attends and schedules meetings with outside agencies to coordinate requirements or desired outcomes. Attends various public hearings. Assists with development agreements, entitlement reports and construction schedules for other city departments, such as Public Works facility planning or economic development. Works with building officials and other management teams to identify areas of concern and implement process improvements. Performs other duties as assigned. Requirements Required Knowledge, Experience, And Training Bachelor's degree in planning, construction project management, public administration or related field and two years of professional-level experience demonstrating success in transformational construction project management with residential, commercial and industrial plan review and zoning code compliance. Knowledge of: + Sophisticated project management and team building theories, practices and principles + Public administration, planning, building and construction processes + Managing and processing the most complex and/or controversial planning and building applications + Requirements and processes of various review and inspection disciplines + Zoning ordinance, comprehensive and other city plans + Computer usage including related software + Basic understanding of the practical application of the international building code. Ability to: + Plan, organize and research project information + Work within and lead a project team + Pan, review and direct the work of outside applicants and department staff + Read and interpret development plans, specifications and blueprints + Utilize good organizational skills and pay attention to detail + Respond to changing priorities and schedules + Communicate effectively in the English language at a level necessary for efficient job performance + Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation. Preferred Knowledge, Experience, And Training Master's degree in planning, construction project management, public administration or related field and extensive knowledge of all planning and building entitlement processes. Demonstrated skill and experience utilizing strategic and creative thinking to recommend options or obtain consensus in solving various complex problems. Ability to deliver engaging, informative, well-organized presentations and understand how to communicate difficult or sensitive information tactfully. Licensing And Other Requirements Valid state-issued driver's license.
