The Idaho Department of Health & Welfare (DHW), Division of Public Health, is seeking a strategic, mission-driven leader to serve as the Public Health Preparedness & Response (PHPR) Program Manager. This is a critical leadership role responsible for ensuring Idaho is prepared to respond effectively, efficiently, and responsibly to public health emergencies, while maintaining strong fiscal stewardship and accountability for state and federal resources. This position is located in downtown Boise. The PHPR Program Manager provides statewide leadership for Idaho’s public health preparedness and response system. This position ensures readiness across jurisdictions, directs emergency planning and exercises, manages federal preparedness funding, and serves as a key advisor to Division and Department leadership. The role requires strategic oversight, operational readiness expertise, and disciplined fiscal management to ensure Idaho meets all CDC Public Health Emergency Preparedness (PHEP) capabilities and grant requirements. MINIMUM QUALIFICATIONS: You must possess all the minimum qualifications below to pass the exam for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below. + Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training. Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role. Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants. + Education: Bachelor’s degree or higher in Public Health, Emergency Management, Public Administration, or a related field. + Professional experience in public health, emergency management, or program coordination. Typically gained by 2 years direct experience with at least 1 year of supervisory experience. + Expertise in preparedness. Typically gained by experience with Risk assessment and crisis management; Strategic planning and performance evaluation: federal grant and budget management; Incident Command System (ICS) and Incident Action Planning; CDC Public Health Preparedness Capabilities; Demonstrated leadership and staff development skills.
