The position involves directing and coordinating staff activities to optimize citywide cooperation with internal and external stakeholders in order to maintain and improve efficiency, consistency, and customer service. Job Duties and Responsibilities + Lead the Construction Code Services division by directing the activities of staff to ensure efficient, professional, and cost-effective service delivery. + Improve the citywide application of building codes by coordinating with departments or agencies outside of Construction Code Services, benefitting the overall process by increasing efficiency and consistency, as well as improving the level of customer service provided. + Assist the Building Official and division staff with plan review, inspection, and other code-related matters, as well as supporting the functions of the Programs sub-group of the division, which includes Truth in Sale of Housing (TISH), Code Compliance, Fire Escrow, Certificate of Occupancy, and administration of Competency Cards. + Participate in the development and implementation of the Department Business Plan to ensure efficiency and consistency and increase levels of customer service provided. + Provide constituent services by responding to queries, requests and complaints from the Assistant City Coordinator, Building Official, Mayor, Council Members, other City Staff and the public in a timely manner. + Interpret architectural, structural, mechanical, plumbing, and zoning code requirements of a highly complex nature for division staff, consulting engineers, architects, customers, and contractors to ensure accuracy and consistency of code enforcement. + Represent the City in meetings and interactions with owners, developers, attorneys and design professionals requesting approval for alternative materials, methods of construction and code equivalencies to ensure that agreed modifications include an acceptable level of life safety and health. + Monitor ordinance language to ensure compliance with current code requirements, making ordinance revisions for approval by the City and its committees. + Assist with improving staff capabilities by recruiting, training, conducting relevant performance reviews, and creating employee development plans to assure quality construction services in a timely manner. + Act as division representative during the budget process, monitor budget expenditures and attend budget-related meetings. + Prepare and disseminate reports of division metrics to facilitate evaluation of operational activities as well as revenues and expenses. + Prepare information for programs such as Results Minneapolis and Minneapolis Healthy Homes and represent the Construction Code Services division at the appropriate meetings for these programs. Required Qualifications MINIMUM EDUCATION Bachelor's Degree in Engineering, Architecture, Business Management or related field MINIMUM EXPERIENCE Seven years experience in construction code enforcement or building design and/or construction which have included a minimum of three years of progressively responsible management experience. EQUIVALENCY An equivalent combination of education and highly related experience in a similar environment may be considered. LICENSES / CERTIFICATIONS Valid Drivers License State of Minnesota Building Official Certification International Code Council Certification for Building Inspector or Plan Reviewer PREFERRED QUALIFICATIONS Advanced degree or graduate level coursework in Management, Business Administration, Public Administration or Law Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience.
