Conformity Assessment Sr Program Manager (E5535)-260104:KNW-C60DescriptionJob SummaryThis position provides support for programs associated with IEEE conformity assessment initiatives. IEEE currently operates a variety of conformity programs and projects based on IEEE Standards across diverse technology areas such as telecom, distributed energy, cybersecurity and consumer electronics. The individual in this role will be engaged in day to day operations of these programs, as well as supporting the research for new conformity programs. They will interact frequently with volunteer technical experts in each program, prepare and present technical materials supporting program activities, and engage with internal staff to manage business operations. In this position, the individual will also develop program assessment protocols for evaluation and improvement. They will maintain organizational standards of satisfaction, quality, and performance, as well as manage budget and funding channels for maximum productivity.This role will support the Director for conformity programs and manages 0 direct reports though may be required to manage some contractors from time to time. This role requires familiarity with conformity assessment best practices, regulatory landscape, quality system audits, product testing, interoperability, and standards, as well as the ability to work comfortably across multiple technical sectors, and familiarity with emerging technology areas. The role will support projects and programs with general oversight from the Director. The incumbent is expected to provide general recommendations based on the analysis.Key ResponsibilitiesOverall responsibility for the development, revision and operational management of department quality manuals and associated quality system procedures and policy documentsResponsible for the recording, analysis and monthly/quarterly reporting of financial data associated with their assigned ICAP programsResponsible for the recording, product analysis, trend analysis and performance-tracking of all assigned ICAP programsRecruits new members, identify and manage key resources required to progress initiatives which may include, test plan development, interoperability plugfests, pilot testing and/or educational workshopsEngages with conformity assessment program leaders and technical expert groups o Organize and facilitate meetings with technical expert groupsAble to research and develop concise business plans for relevant products and servicesAbility to rapidly learn new technologies, and supervise development of relevant test plans, test tools and laboratory audit requirementso Prepares technical and procedural materials in support of program operations with minimal supervision. For complex material, the role will work with the Director.o Supports internal program business needs such as financial/budget tasks, collateral development, certification mark issues, and legal issues as needed.o Manages contractors and related deliverable to help ensure success of the assigned programsAssesses new conformity program opportunitieso Researches and analyze developing IEEE standards for potential conformity, interoperability, certification opportunities for the Director’s review. Prepare basic business plans and conduct cost/benefit analysis.o Participates and provide expert guidance in standards meetings and other technical conferences for engagement and discussion with technical experts on potential conformity opportunitieso Presents informational sessions about the IEEE conformity programs to technical groupsServes as an advocate for IEEE conformity programs and support the role of conformity testing in technology implementationo Collaborates with Marketing team to support marketing initiatives highlighting IEEE SA conformity activities and ensuring that the material is current.o Independently prepares general marketing plans to promote specific programs, whilst staying within allocated budgets for management review and approvalo Prepares and deliver presentations at events to raise awareness of the IEEE Conformity Assessment Program in general and for all assigned programs.Supports management and technical communications to IEEE SA staff and volunteer leadershipo Develops materials required by SA volunteer leadership to provide program status, progress reports, and other information in support of business decisions#LI-REMOTEQualificationsEducationBachelor's degree or equivalent experience preferably in engineering or technical discipline Req Work Experience4-7 years years professional working experience required with at least 5 years work experience in test development, conformity assessment, personnel credentialing and/or related areas Req 4-7 years Experience in the following activities is required: Establishing or facilitating conformity assessment activities, interoperability test events, standards development or alliance management certification programs. Req And4-7 years Experience in a testing laboratory, certification body or accreditation body, industry consortium, and/or experience in developing or contributing to test plans, policies, procedures or certification schemes Req And4-7 years Project management experience Pref Skills and Requirements Technical and/or policy development experience in the power and energy, telecommunications, cybersecurity, medical/healthcare, nuclear power, timing and synchronization, science or similar industries Intermediate AndWorking knowledge about conformity assessment principles which includes ISO/IEC 17065 (formerly Guide 65), ISO/IEC 17025 and ISO/IEC 17024 standards. Intermediate AndDemonstrated success in supporting the creation and implementation of conformity assessment programs related to standards Advanced AndDetail oriented with a keen listening ear to understand and relate to various stakeholder perspectives Intermediate AndMust have a demonstrated proven record of meeting deadlines Ability to foster relationships with committee members and instill trust whilst motivating them to deliver on goals. Advanced AndAbility to handle conflict resolution amongst committee members and elevate to management when needed Intermediate AndAbility to develop and make presentations to industry experts which may include key decision makers and C-level executives Intermediate AndAbility to record minutes and have good organization skills to manage document repositories and assure deliverables of committees are met in a timely fashion Advanced AndTravel domestically and internationally from 25-50% to facilitate meetings or attend conferences Have a keen understanding of national and international regulatory landscape in at least one industry sector; medical/healthcare, cybersecurity, power and energy, nuclear power, telecom, telecommunications and transportation. Basic to intermediate knowledge on sales cycle and marketing principles Excellent oral and written communication skills, as well as cultural sensitivity and interpersonal skills. Second language fluency would be a plus Must maintain a flexible schedule and work across different time zones Ability to make administrative /procedural decisions and judgements Knowledge of management principles and practices Skill in developing policy and procedure documentation Other Requirements:As defined in IEEE Policies, individuals currently serving on an IEEE board or committee are not eligible to apply.
