Relationships Reports to: County Commission Subordinate Staff: Highway Department Employees Internal Contacts: Emergency Management (EMA); E911; County Maintenance; Board of Education; Sheriffs Department External Contacts: General Public; Vendors; Contractors; Emergency Management Agency (EMA); Sheriffs Office; Alabama Department of Transportation (ALDOT); Alabama Department of Environmental Management (ADEM); Federal Highway Administration (FHWA); Environmental Protection Agency (EPA); Other Counties Job Summary Under the general direction of the County Commission, the employee serves as the Countys Engineer and Director of the Highway Department. The County Engineer performs highly responsible and diversified professional engineering work, providing oversight, management and supervision for all department personnel and engineering operations. Responsibilities range from establishing departmental goals and priorities in conjunction with the Commission, to planning and implementing engineering projects, managing the departmental budget and personnel matters, and ensuring that all projects and functions are performed in accordance with established standards and professional engineering requirements. This employee advises the County Commission on priorities, materials, equipment and/or projects to be undertaken by the County. The County Engineer administers and manages projects involving state or federal funds. The employee performs his duties utilizing considerable independent judgment. This job is considered safety-sensitive and is subject to a pre-employment background check and random drug screens. ESSENTIAL FUNCTION: Professional Engineering Services and Project Management. Performs professional engineering design and project development tasks. Engineering and Technical Duties 1. Provides independent professional engineering advice and assistance to staff for public works projects. 2. Designs roads, bridges, drainage systems, and related public infrastructure. 3. Prepares engineering plans, project specifications, and technical documents in accordance with professional standards. 4. Conducts and oversees engineering and land surveys, including horizontal, vertical, topographical, and construction surveys. 5. Reviews engineering and subdivision plans submitted by developers for compliance with County standards.<
