Summary: Supervises procurement professionals and leads and executes high value and/or high volume, strategic or otherwise complex procurements under the general direction of Procurement & Logistics Department senior management. Interacts professionally with executive leadership. Roles and Responsibilities: Solicitation & Contract Management Responsibilities u00b7 Manages a small team of procurement professionals in the execution of a portfolio of procurement projects, to manage solicitations and contracts. u00b7 Solicitations assigned to a Manager typically are large sized procurements; very large volume procurements across a category; category-wide solicitations; or a mega-project solicitation. The activities managed or executed include: u00b7 Development of procurement category strategies. u00b7 Generation and reviews of solicitations (Requests for Proposals (RFPs) and Invitations for Bids (IFBs)). u00b7 Tracking of procurements through the Board process to contract award. u00b7 Coordination of contract approval and execution. u00b7 All other tasks and documentation of the procurement process. u00b7 Manages contracts and associated change through the life cycle of the contract, including: u00b7 Management of contract changes, disputes and claims. u00b7 Performance of contract administration u00b7 Tracks change orders through the Board process to execution. u00b7 Assurance that all solicitation and contract management are conducted in accordance with all agency, FTA and State statutes, regulations, and policies. Systems of Record Systems of Record Responsibilities: u00b7 Assures all work is conducted within the currently approved systems of record or, where manual processes are employed, that documents are properly maintained in conformance with document control policies. u00b7 Provides feedback and input on planned or new systems. Training Responsibilities u00b7 Seeks out and gains training to increase proficiency in procurement, procurement categories, or other appropriate topics. u00b7 Assures that team members are current with all required training and are engaging in development for future roles within the department and beyond wherever possible. Develops and or delivers training where needed to advance the transparency and efficiency of the department. u00b7 Assures all members of the team have Development Plans, Goals, and Rated Accomplishments Leadership Responsibilities u00b7 Identifies, distributes, and balances the teamu2019s workloads and tasks in accordance with established workflow policies and procedures, skill levels and/or specializations. u00b7 Expands category expertise horizontally or vertically in procurement and encourages the development of team members expertise. u00b7 Manages team members including coaching, mentoring, advising, career development, and succession planning. u00b7 Reviews, corrects, and provides feedback on the work of the Manageru2019s team or work performed under Manageru2019s direction by other contributors. u00b7 Collaborates with and advises colleagues on a regular basis to continuously improve the Procurement & Logistics Department. u00b7 Provides advice to the leadership of the Procurement & Logistics Department as a member of the Procurement & Logistics Management Team. Other Responsibilities u00b7 Plans, assigns, tracks, reports on team activities with the end result being professional, transparent, efficient execution of duties. u00b7 Collaborates with customers and client departments on their procurements. u00b7 Develops and maintains professional working relationships between the Manageru2019s team and key business partners to fully understand business needs, plan for future work, advise on engagement with procurement, and mitigate interdepartmental problems. u00b7 Plans, prepares, leads, and organizes customer service meetings for clients within the teamu2019s portfolios. Runs reports to track the teamu2019s progress in order to ensure deliverables and timelines are met. u00b7 Considers and promotes strategic solutions to create efficiencies and greatest value for NJTRANSIT and promotes DBE considerations in such Strategies. u00b7 Works on special projects assigned by the Director or Senior Director. u00b7 Performs other duties as assigned by Procurement Leadership. This Position Supervises: u00b7 Purchasing Agent u00b7 Contract Specialist u00b7 Sr Contract Specialist u00b7 Lead Contract Specialist Education, Experience and Qualifications : u00b7 Bacheloru2019s degree and 10 years of related experience. One year of closely related work experience can be substituted for each year of education required. u00b7 Masteru2019s degree, Professional License, or Certification preferred. Master's degree may be allowed to replace 1 years of experience. u00b7 Demonstrated experience managing a team of professionals. u00b7 4 years of experience within the procurement category identified for this position if applicable. u00b7 Government sector experience preferred. Knowledge and Skills: Technology + ufeffMust be able to work proficiently in the following Systems of Record: ECMS, Microsoft Office Suite (Outlook, Access Databases, Excel Spreadsheets, Word, PowerPoint, Project, Teams), Adobe, Oracle ERP, Kronos, Bid Express, and other systems in use or under development. Systems may change over time. Communication + Must be able to perform active listening and have excellent written and verbal communication skills required. + Must be able to develop and deliver executive and board level presentations. Leadership + A demonstrated track record of interacting with executive leadership and managing other professionals is required. A demonstrated track record of implementing strategic solutions that advance the interests of the enterprise. Procurement: + Must be able to use KPIs. + Must have experience with scheduling and cost analysis. + Must have experience with Strategic Sourcing or Supplier Relationship Management . + Must be proficient in Contract Writing and Negotiations. + Must understand the regulatory and statutory basis for public procurements.
