Summary The Chief, Health Administration Service serves as the Chief Business Officer for the medical center and is the primary health benefits advisor to senior management, including but not limited to the Medical Center Director, Associate Director, Assistant Director, Chief of Staff, Associate Director for Patient Care Services, and Service Chiefs. Responsibilities Major duties include: Provides program direction and guidance to subordinate staff, effectively delegating authority and responsibility needed to carry out assigned tasks. Develops and manages a large operational budget and is responsible for the formulation, fiscal administration, and coordination with appropriate services in administering significant fund control budgets. Plans and directs the administrative and technical aspects of personnel management, coordinating such functions through subordinate managers. Provides program direction and guidance to subordinate staff, effectively delegating authority and responsibility needed to carry out assigned tasks. Contributes to the development of local hospital policies and programs concerned with such matters as equal employment opportunity, merit promotion, labor-management relations, and position management. Ensures the health information management system is implemented including resource allocation, patient registration, enrollment, eligibility, health insurance claims, and other supporting activities. Ensures the patient medical records are established, accurately maintained, completed and available to clinical personnel. Implements decisions directly affecting patient care and makes recommended administrative planning decision. Establishes and maintains good relations with applicants, patients, their families, and visitors to promote an understanding of the rules of eligibility and creates an atmosphere conducive to quality patient care. Manages the medical center patient outreach programs. Participates in formal and informal management sessions. Represents the medical center and serves as the liaison with the Regional Counsel on all legal matters affecting patient care. Assesses space allocation and determines space requirements needed to support program operations considering relevant factors such as patient flow and workflow, accreditation requirements and safety concerns. Exercises appropriate controls to evaluate the effectiveness of work output in meeting goals and objective. Maintains responsibility and accountability for fair, equitable, consistent, and correct administration of time and attendance policies. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility. Telework: This position may be authorized for telework. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as Medical Administration Officer. Qualifying specialized experience includes directs the work of health and administrative staff engaged in providing health services, financial management including procurement and contracting services, business operations and resource management, and program management services; establish and maintain effective working relationships with individuals and groups with divergent backgrounds; Perform highly-technical and complex professional and administrative duties involving a wide range of professional procurement, business operations, acquisition, budget, contracting, program and resource management, and medical service delivery work; Experience in budget and financial control, human resources, health and records management, and administrative program management; and communicate effectively both orally and in writing with internal and external groups and individuals to prepare concise reports, professional reviews and evaluation and correspondence in a clear and concise manner. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
