Job Summary: The Assistant Preconstruction Manager supports Preconstruction leadership in producing accurate, timely and cost-effective preconstruction services. Depending on assignment, the role may perform day-to-day estimating and planning activities under direct supervision or manage the preconstruction process and resources for assigned projects. The Assistant Preconstruction Manager develops concept and detailed estimates across civil, structural, interior and exterior-envelope scopes; prepares clear technical assumptions and scope narratives; proposes value-management options; and coordinates bid package development and post-bid analysis. This role also contributes market intelligence, supports risk-management strategies (bonds, insurance, SDI), and presents preconstruction deliverables internally and to clients. Additional Details Duties and Responsibilities : + Has a mastery of all the required duties and responsibilities of the Senior Preconstruction Engineer role. + Mature knowledge of construction pricing for civil, structural, and architectural trades. If Mechanical or Electrical (MEP) discipline, same. Developing knowledge of MEP trade pricing. + Will lead others and independently develop detailed cost estimates for projects of all sizes and complexity for civil, structural, exterior envelope, and interior construction elements at concept and detailed levels of design. If MEP Discipline, same. + Will manage all aspects of the required preconstruction deliverables to a client. Creates work plans and manages the progress of existing projects to ensure their completion within the parameters of the established preconstruction budget. + Develops, monitors, and manages project cost estimates from the initial cost estimate at the commencement of preconstruction services through completion of the preconstruction process with a GMP or Fixed Price Contract. Leads the review of our work product and ensures all deliverables are accurate, complete, and well-conceived in content and presentation. + Identifies and uses the appropriate preconstruction and visualization technology, equipment, and tools for planning and estimating (e.g., quantity take-off software, estimating software, data and analytics software, and BIM models). + Establishes project cost estimate and work breakdown structures. Participates and/or delegates the responsibilities for quantity surveying and estimating of building systems, materials, and assemblies for elements of a project. Ensures the discipline estimators organize quantity takeoffs for ease of review. + Identifies and presents value management concepts and associated costs that can improve the budget or value to the customer. + Creates technical report documents that include the annotation of assumptions and clarification narratives to support estimates and business development RFP responses. + Utilizes national and global market conditions and trends when planning and estimating projects. Has a strong knowledge of the local market conditions and how those may impact the planning and estimating of our projects. + Builds, maintains, and tracks relationships with subcontractors and vendors. In consultation with Operations leaders, identifies appropriate subcontractors for specific projects, with consideration of the project type, sector, and size, as well as the subcontractor strengths and capabilities. Collaborates with regional diversity leadership to develop and implement strategies to maximize diverse and minority owned business participation. + Evaluates and presents data from past and current project cost estimates and Skanska Metrics to enhance estimating accuracy and to build client confidence. Adds past/current project data into the Skanska Metrics benchmarking database application. + Works collaboratively with the design team to review and challenge design. Checks systems for completeness and identifies, documents, and reports out on missing, incomplete, or erroneous design information. Offers mitigation strategies and solutions. Tracks items through closure and incorporation into the final design + Partners with operations and other stakeholders to create, validate, and implement project procurement plans and strategies for projects. Will/may prepare scopes of work for trade contractors, develop bid packages, and conduct post-bid analysis interviews and comparisons. + Establishes and maintains preconstruction phase schedule activities, including the tracking of design deliverables, estimating deliverables, procurement activities, and related preconstruction services. + Reviews the client's prime contract as well as subcontracts and vendor agreements to ensure contract requirements are satisfied. + Identifies potential project-related risks and opportunities. Develops and implements mitigation plans and strategies, such as contingency and market condition escalations, to maximize opportunities and control the impact of negative situations. + Presents and demonstrates the merits of our estimating work and other consultative advice we are providing to clients and other project stakeholders, building trust and confidence. + Works with business development and operations to develop strategies and action plans to target and pursue business opportunities. Will present to clients the merits of our estimating approach and process to assist in winning new business. + Working knowledge of mechanical and electrical systems. If MEP Discipline, working knowledge of architectural, structural, and civil systems. + Participates in training on sustainable design and stays current on trends and requirements of sustainable building concepts (e.g., LEEDu00ae) in order to communicate environmental benefits to potential customers. Education and Experience: Required Qualifications: + 5+ years of proven leadership of preconstruction/estimating teams with oversight of multi-discipline cost estimating (civil, structural, architectural, and MEP) + 5+ years of experience in producing and reviewing detailed cost estimates using advanced estimating tools and market insights; ensure accuracy and quality + 5+ Years of experience with risk management, contract review, and value management capabilities. + 5+ years of experience coordinating design, operations, and business development; ability to present to clients and maintain confidentiality. + Demonstrated expertise in the Value Management processes + Proficiency in the use of Microsoft Office Excel, Microsoft Word, and PowerPoint. + Bacheloru2019s Degree u2013 Engineering, Architecture, Construction Management or equivalent/applicable degree; or 8 years equivalent experience and minimum 5 years prior relevant experience. The Physical Side of the Role: This is primarily a desk-based position with extensive computer work and prolonged sitting, up to 100% of the time. You can expect limited standing and walkingu2014generally up to 25% on even surfaces. The role requires visual acuity for reading plans and inspecting work, including near and far vision, color vision, and depth perception. The typical noise level is quiet. The work environment is predominantly indoors in climate-controlled spaces, with occasional time (up to 25%) in areas that are indoors but not fully controlled or outdoors under cover. The position includes significant desk time for tasks such as computer work, document review, and meetings. Work Environment/Conditions: This job is performed both in the office and in the field on an active construction site. Field work requires experience and confidence working in and around heavy industrial equipment and systems, which includes average to loud noises, the ability to traverse uneven grounds, and possible outdoor weather conditions. Vision requires the capacity for close and far vision, the ability to adjust focus, depth perception, and peripheral vision. Activities and responsibilities require frequent sitting (often working on a computer), frequent driving, flying, walking, standing, light lifting, bending, and reaching.
