Job SummaryGalapagos Federal Systems LLC is seeking an Acquisition Management Support III / Principal Assistant Program Manager (PAPM) - Information Operations (IO) Support professional to support the Program Manager Warfare (PMW) 120 office within NAVWAR Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I).This role offers the opportunity to work alongside a high-performing team supporting mission-critical U.S. Navy programs in Battle space Awareness and Information Operations.The ideal candidate will provide senior-level acquisition and program management support, with a focus on Planning, Programming, Budgeting, and Execution (PPBE) and Program Analysis and Program Management activities supporting IO capabilities. This includes supporting program planning, resource alignment, and execution tracking across complex mission areas.This position supports the planning, coordination, and execution of acquisition and budget activities for enterprise IT, cyber, and IO-related initiatives. The role works closely with program leadership, resource sponsors, engineers, and functional stakeholders to ensure program requirements, funding strategies, and acquisition efforts are aligned with mission priorities and DoD and Navy guidance.Key ResponsibilitiesThe Acquisition Management Support III, PAPM IO Support will:Provide acquisition and program management support across the full life cycle, including planning, programming, budgeting, and execution (PPBE) activitiesSupport PAPM functions for IO-related programs, including requirements alignment, program planning, budget formulation, and execution trackingAssist in developing and maintaining acquisition documentation, including acquisition strategies, program plans, milestone documentation, and decision briefsSupport development of cost estimates, budget exhibits (e.g., POM inputs, PB justification materials), and spend plansCoordinate with resource sponsors, comptrollers, and stakeholders to align funding with IO program priorities and operational requirementsTrack program performance across cost, schedule, and execution metrics, identifying risks and recommending mitigation strategiesSupport preparation of executive-level briefings, reports, and data calls for PEO and stakeholder engagementsAssist with contract planning and coordination with contracting personnel to support acquisition executionEnsure compliance with DoD acquisition policies, PPBE processes, cybersecurity requirements, and Navy/PEO Digital guidanceMaintain accurate program documentation and ensure audit readiness for acquisition and financial activitiesSkills and ExperienceThe Acquisition Management Support III, PAPM IO Support must have:Active TS/SCI clearance7+ years of experience in DoD acquisition, program management, or PPBE/budget execution supportExperience in any of the following DoD acquisitions spanning ACAT I / II to ACAT III / IV and AAPs, Projects, and Adaptive Acquisition Framework Pathways (to include Software Acquisition Pathway, Middle Tier Acquisition Pathway, etc.)Strong understanding of the DoD acquisition life cycle and PPBE processExperience supporting PAPM functions, including program planning, budget formulation, and execution trackingFamiliarity with Information Operations (IO), cyber operations, or information warfare mission areasExperience developing acquisition and financial documentation (e.g., POM inputs, budget exhibits, spend plans)Knowledge of appropriation categories (O&M, RDT&E, Procurement) and execution processesAbility to analyze program data, identify risks, and provide actionable recommendationsStrong analytical, organizational, and problem-solving skillsExcellent written and verbal communication skills, including the ability to brief senior leadershipExperience supporting PMO/PEO environments and coordinating across cross-functional stakeholderExperience with tools such as MS Project, Excel, Flank SharePoint, Navy ERP, SPIDER, CARD, LCCE, APB, NAVWAR GWB, or similar toolsEducation and CertificationsThe Acquisition Management Support III, PAPM IO Support must meet the following:RequiredBachelor’s degree in Business, Finance, Acquisition, Program Management, Information Systems, or a related fieldDAWIA Certification in Program Management, Financial Management, or Acquisition or equivalentPreferredMaster’s degreeProfessional certifications such as PMP, Certified Defense Financial Manager (CDFM), or Lean Six SigmaFamiliarity with PPBE training or Navy budget processesBenefitsMedical, dental, vision, disability, and life insuranceFlexible Spending Accounts401(k)PTOPaid Parental LeaveTuition reimbursementPaid federal holidaysSecurity ClearanceMust be a U.S. Citizen.
