Summary As a IT Program Manager, you will responsible for leading program management and providing IT technical expertise necessary to ensure that FAS IT products and services meet IT solutions and security requirements in response to Government needs. Location of position: This position is located in Washington DC. We are currently filling two vacancy, but additional vacancies may be filled as needed. Responsibilities Develops and recommends requirements and participates in developing and implementing acquisition and program strategies, coordinates with GSA acquisition and program personnel in preparing solicitations for the enhancement of IT offerings, and evaluates and analyzes submitted proposals. Assists with the development of new IT programs and contracts and existing IT programs and contracts to ensure the most current IT support technologies and services are being made available to customers. Develops and recommends technical solutions and provides technical guidance in IT security implementation to Federal agency clients in accordance with the Federal Information Security Management Act (FISMA), Executive Orders (EO), Federal Information Processing Standards (FIPS), National Institute of Standards and Technology (NIST), and Cybersecurity and Infrastructure Security Agency (CISA) requirements. Creates and develops events, presentations, and other informational resources for use by senior management, agencies, as well as ITC-wide. Conveys the enterprise strategic vision. Serves on agency, interagency, and technical society committees as a recognized authority in IT project management, enterprise architecture, and information security. The GS-14 salary range starts at $143,913.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below: IT SPECIALIST COMPETENCY REQUIREMENTS: Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials). Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups. Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues. Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate. SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as: Managing staff that provide or support delivery of modern IT networking product(s), platform(s), or service(s); leading the overall planning, management, and direction of a program or of projects; and utilizing modern development and program methodologies, such as Agile iterative development, to manage product or service delivery.
