Yes County Albany Street Address Office of Education Policy Office of Student Support Services City Albany State NY Zip Code 12234 Duties Description The New York State Education Departmentu2019s (NYSED) Office of Education Policy is seeking candidates for an Associate in Educational Planning & Evaluation position within the Office of Student Support Services (OSSS). This office is responsible for promoting school improvement by focusing on support to student health and progress through programs, services, and activities including social emotional wellbeing, school, and student health, expanded learning opportunities, alternative educational opportunities, the development of a safe and supportive school climate, and the Dignity for All Students Act. The incumbent of this position will focus primarily on the priority areas within the Student-Centered Educational Policy Unit and other administrative services. Under the direction of the Supervisor of Education Programs, duties of this position include, but are not limited to, the following:u2022 Provide written, on-site, and verbal technical assistance to schools, local educational agencies, public or private agencies, professional groups, and parents, as requested;u2022 Organize, coordinate, and conduct on-site and virtual school monitoring processes;u2022 Develop, coordinate, and/or facilitate meetings, conferences, webinars, or workshops to support program initiatives;u2022 Manage the development and distribution of requests for proposals, including the oversight and administration of State or federal grants;u2022 Prepare guidance documents and monitoring reports within a designated timeframe;u2022 Research current educational practices, policies, statutes, regulations, and standards;u2022 Serve on committees to support or advance Department initiatives as assigned;u2022 Review and draft regulations, Regents items, and Department policies as assigned;u2022 Collaborate with other program offices regarding Department initiatives; andu2022 Perform special assignments as requested. Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:u2022 a masteru2019s degree AND four years of professional experience in education or in public administration, two years of which must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, or educational program budget planning.A doctorate can substitute for one year of non-specialized experience.PROMOTION: Current NYSED employees must have one year of permanent service as an Assistant in Educational Planning and PETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Educational Planning and Evaluation.Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26 or 28), as indicated here: Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointeesu2019 negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 25% in-state/Statewide travel. This position leads to a maximum salary of $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
