Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations._ Responsibilities: The Primary Care Network serves over 260,000 patients through 41 practices across 6 counties, as well as a virtual urgent care program. It employs 185 physicians and nearly 100 Advanced Practice Providers (APPs). Our vision is to be the preferred primary care system for patients, clinicians, and staff. This positionu2019s primary goal, in collaboration with the PCN Director and Executive Leadership Team, is to improve our patients' health and wellness. This is achieved by providing care that supports the quintuple aim of enhancing population health, improving the care experience, reducing costs, addressing clinician wellness, and advancing health equity. The Senior Program Administrator oversees the administrative and financial operations of the PCNu2019s programs across three entities: Strong Memorial Hospital, Highland Hospital, and the Medical Faculty Group (MFG). Key responsibilities include leadership, strategic planning, financial oversight, practice management, value-based contract performance, Human Resources, practice acquisition, and real estate. This position reports directly to the PCN Director and is accountable to the chief operating and chief financial officers of Strong Memorial Hospital, UR Medical Faculty Group and Highland Hospital. ESSENTIAL FUNCTIONS Directs PCN administration, operations, and finance + Serves as the PCNu2019s senior administrative officer responsible for capital and operating budgets, revenue cycle management, faculty and APP compensation, and value-based contract management for SMH, MFG, and HH practice performance. + Senior direct reports include Director of Operations Excellence, Assistant Director, Finance, and the Senior Data Scientist (decision support) + With direct and indirect reports, responsible for the performance management of approximately 400 administrative staff. + Oversee primary care operations across 42 locations, ensuring efficient patient flow, scheduling, access, patient satisfaction, and regulatory compliance. + Continuously monitors and improves the financial and operational performance of practices. + Oversee all aspects of revenue cycle management to improve financial performance and achieve revenue cycle key performance metrics. + Lead the development and optimization of faculty and APP compensation plans in collaboration with the PCN leadership and the PCN compensation committee. + Prepares business plans for incremental resources and program expansions. + Responsible for presenting financial performance and performance KPIs to the CFOs of SMH, HH, and MFG and the Joint Operating Committee (JOC). + Directs the PCN finance team. Responsible for ensuring the preparation of timely financial reports that meet UR's financial and accounting standards. + Member of the Executive Leadership Team. Develop strategic plans and data analysis to fuel the growth and performance of the Primary Care Network Strategy + Continuously analyze local, regional, and national trends to identify opportunities and threats for the PCN + Develop 1-5 year strategic plans that define strategic priorities and growth initiatives that advance the PCN and align with URMC strategic imperatives. Develop and execute SMART goals. + Evaluate acquisition opportunities and oversee the acquisition process from valuation to go-live. + Encourage and lead innovation in the PCN. Data Analytics + Establish priorities for the Senior Data Scientist u2013 including multivariate analysis, simulations, modeling, Tableau dashboards, and data visualizations + Support senior PCN leaders with complex decision-making by providing insightful actionable data. + Responsible for all financial and operational KPIs. _Lead the value-based strategy and support the population health mission._ + Partner with the Medical Director for Quality and Population Health to advance the PCN population health strategy that seeks to improve quality, outcomes, and the total cost of care. + Align PCN initiatives with the strategic priorities for Accountable Health Partners to achieve strategic goals for the enterprise - including REACH ACO and the LEAD model + Using clinical and claims data, identify high-risk patients, track utilization, and monitor quality of target populations. + Optimize incentive capture across all primary care value-based contracts + Evaluate new value-based contract opportunities for the PCN _Co-lead organizational development with the PCN director_ + Promote initiatives for departmental culture and employee engagement, and workforce planning. Share engagement survey results and develop strategies to advance engagement. + Partner with the Senior HR Business Partner for HR compliance, recruitment, succession planning, employee relations and staff development. + Promote recruitment and retention of strong clinicians. + Perform multi-year forecasts to determine future recruitment needs. + Promote teamwork among administrative staff, fostering a collaborative and productive work environment.
