Supervises a variety of major engineering projects and provides technical expertise in the review of civil engineering, architectural systems design, and construction projects.YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.MINIMUM QUALIFICATIONS:Education: Master's degree from an accredited institute of higher education with a major study in civil engineering, construction engineering, mechanical engineering, electrical engineering, or a related engineering field.Experience: Four years of post-baccalaureate experience in civil engineering, construction engineering, mechanical engineering, electrical engineering, or a related engineering field.OrEducation: Bachelor's degree from an accredited institute of higher education with a major study in civil engineering, construction engineering, mechanical engineering, electrical engineering, or a related engineering field.Experience: Six years of post-baccalaureate experience in civil engineering, construction engineering, mechanical engineering, electrical engineering, or a related engineering field.OrEducation: Associate's degree from an accredited institute of higher education with a major study in civil engineering, construction engineering, mechanical engineering, electrical engineering, or a related engineering or engineering technology field.Experience: Six years of experience in civil engineering, construction engineering, mechanical engineering, electrical engineering, or a related engineering field at a level equivalent to Civil Engineer I (or higher), plus two additional years of experience in a position comparable to an Engineering Technician.License/Certification:1. Must be a Licensed Professional Engineer in the State of New Hampshire or a Licensed Professional Engineer in another state.2. Valid driver's license and/or access to transportation for statewide travel.Other Requirements: Must be able to satisfactorily undergo a State Police records check.Trainee Option: Not applicableAFTER-HIRE REQUIREMENTS:1. Must pass a National Agency Check to obtain a Common Access Card (CAC) used in the performance of assigned work duties within 12 months or hire and be eligible for renewal as a condition of employment.2. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.Responsibilities:- Plans, coordinates and supervises major engineering and construction projects for the Department of Military Affairs and Veterans Services (DMAVS). Manages and enforces applicable State statutes and Federal regulations as they apply to civil engineering and construction projects.- Reviews plan specifications, design studies and other engineering documents to ensure conformity with State design standards, statutes and accepted engineering practices. Monitors and reviews construction plans both in progress and upon project completion.- Works closely and collaborates with the Department of Administrative Services, Division of Public Works (DPW) on DMAVS engineering and construction activities. Ensures a cohesive effort and efficient work processes between the two agencies. Attends regular project meetings and bid openings with the DPW.- Determines and adjusts project priorities through analysis of plans, designs, reports, safety and security considerations, and budgets.- Communicates and meets regularly with the Administrator of Finance in the DMAVS State Business Office regarding budgets and availability of project funding.- May act as a project manager to coordinate and track engineering and construction projects to ensure work is completed in established timeframes. Reviews project records and approves progress payments to contractors.- Maintains positive public relations by communicating and/or meeting with various local organizations and public officials to inform parties of anticipated DMAVS projects, work schedules and solicits appropriate project input.- Monitors and evaluates the work performance of contractors to ensure that acceptable quantity and quality of work is maintained and technical specifications and codes are adhered to. Resolves conflicts with contractors, DPW, and DMAVS employees by identifying, analyzing and evaluating project factors.- Supervises the monitoring and inspection of engineering construction activities to ensure compliance with State and Federal requirements.
