The position will connect property owners and residents to home energy audits, provide support to interpret the audit findings, review recommendations with the property owner and residents and coordinate contracted services to carry out energy and weatherization improvements. Job Duties and Responsibilities 1. Administer project or program activities, including: + Coordinate renovation services for residential properties related to energy efficiency and weatherization improvements. + Develop and cultivate relationships with enterprise departments with a goal of expanding and scaling residential access to climate legacy initiative projects. + Provide leadership in development and delivery of outreach and educational materials and programs. + Make referrals to energy audit firms to conduct energy audits at residential properties + Support the development and administration of budgets and contracts. + Work with stakeholders related to the climate legacy initiative to educate and promote the programs, including attending meetings and preparing letters. + Coordinate planning, development, and implementation of programs including development of standards, regulations and appraisal systems. + Develop and maintain residential construction contracts to complete weatherization and energy efficiency projects. + Write detailed work specifications for construction contracts. + Support Green Cost Share program through contract management with residential partners that are receiving grants to deliver energy efficiency and electrification improvements. 2. Represent the project/program on multi-department or inter-agency task forces, committees, and related organizations. 3. Manage operational activities of the program or project, including record keeping, computer applications, grantor reporting, etc. 4. Coordinate partnership activities with both external and internal stakeholders that help achieve the goals of the project or program. 5. Support collaboration with other City Departments and existing residential programs through coordination with the Climate and Sustainability Team 6. Coordinate intake of new weatherization cases via internal programs in other departments in accordance with established standard operating procedures. 7. Collaborate with Healthy Homes-Weatherization Project Coordinator on existing case load. 8. Provide leadership in development and delivery of program outreach and educational programs materials related to healthy homes and weatherization. 9. Manage financial functions related to large contract billings and intake of revenue. 10. Prepare and make presentations to groups, citizens, elected officials, staff, and act as a liaison regarding weatherization and healthy homes projects/program activities. 11. Participate in developing proposals, trainings, revisions to rules, regulations, ordinances, and other formal documentation for the review of division leaders and approval of elected officials and other governing bodies. 12. Participate and coordinate with others engaged in grant seeking and grant proposal development. 13. Manage and maintain formal monitoring systems to ensure compliance with standards. 14. Oversee the collection and organization of information for reports, case studies, and other documentation related to the project or program managed. 15. Ensure compliance of city and state retention requirements for all documents related to the programs managed by the position. 16. Support the development and adherence to standard operating procedures within the section. 17. Participate in Public Health Emergency Preparedness planning, training and response as needed. Required Qualifications MINIMUM EDUCATION Bachelor's Degree in related discipline or equivalent. MINIMUM EXPERIENCE Three years performing duties similar to those described above. Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
