Performs highly complex (senior-level) managerial work in administering the daily operations and activities of the Operations department. This position involves establishing goals and objectives; developing procedures and policies; developing schedules, priorities, and standards to achieve established goals; coordinating and evaluating departmental activities; developing and evaluating budget requests; and monitoring budget expenditures. Serves as the central point of contact for the TXSG when conducting interagency operational planning in support of the Texas Military Department and insures the TXSG is prepared to execute civil support operations as directed by the Texas State Operations Center (SOC). Assigns and supervises the work of others. Reports to the TXSG Deputy Chief of Staff - Operations and works under limited supervision with considerable latitude for the use of initiative and independent judgement.ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:Manages day-to-day activities of staff within a business function, division, or department.Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.Attends and oversees Mobile-Day (M-Day) Drill functions.Develops and implements techniques for evaluating business function, division, or department activities.Develops and evaluates budget requests, monitors budget expenditures, and adjusts as necessary.Plans, develops, implements, and evaluates policies and procedures, and monitors compliance with policies and procedures.Prepares management and productivity reports; reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.Provides technical expertise and guidance regarding questions related to the business function, division, or department.Plan and develop a budget for a business function, division, or department.Confer with executive management to develop strategic plans and long- and short-term goals for the department. May manage the preparation, development, review, and revision of legislation.Oversee program analyses, research studies, and internal audits.Coordinates with the M-Day TXSG T3 Operations/ Plans Officer and ensures continuity of all TXSG programs and operations.Ensures coordination of all operations and planning between Texas State Guard Headquarters and subordinate commands.Attends work regularly and observes approved work hours in accordance with the agency's state employee policies procedures handbook.Provides guidance and information on TXSG operations and processes to staff.Plans, conducts, and /or coordinates workshops and other training programs.Screens, interviews, and recommends employment of applicants (Both FTEs and Traditional Drilling Soldiers); recommends promotions, demotions, disciplinary actions, transfers, and discharge of employees (Traditional Drilling Soldiers).Develops and implements techniques for evaluating goals and sub-goals which support TXSG Lines of Effort (LOEs).Develops and synchronizes the annual TXSG Steady State Operational Order (OPORD) and the All Hazards OPORD.Analyzes operational planning and synchronizes operational execution for all TXSG brigades.Analyzes internal processes and recommends and implements procedural or policy changes to improve operational readiness.Ensures coordination between the TMD Joint Forces Headquarters, Joint Operations Center, or designated Mission Command headquarters and the TXSG Headquarters is conducted for all operations.Critical member of the TXSGs budget forecasting process team.Collects, organizes, analyzes, and prepares materials in response to requests for program information and reports.Responsible for reporting TXSG readiness to include all command-level reports requirements.Uses After Action Reports (AARs) to refine and improve operations.Serves as the principal action officer; reviews all incoming messages from the TMD JOC.Oversees the augmentation of Adaptive Battle Staff (ABS) personnel to the TXSG Emergency O
