No County Oneida Street Address 248 Otis Street City Rome State NY Zip Code 13441 Duties Description Under the direction of the Transportation Maintenance Engineer 1, as well as the Eastern Region Canal Engineer, the incumbents of these positions will be required to provide engineering support for the operation and maintenance of the Eastern Canals System. The duties of these positions include, but are not limited to, the following:Maintenance Supportu2022 Assist section staff to ensure that maintenance activities are properly carried out according to Canal policy and procedures, along with other regulatory agenciesu2019 requirements. u2022 Review and evaluate design and construction documents from project development through project completion.u2022 Perform engineering duties related to new construction, rehabilitation, or long-term maintenance projects, including preparing plans, specifications, and/or calculations. u2022 Provide technical advice to engineers, legal staff, consultants, contract management, and budget representatives on the financial, structural, or construction requirements of projects. u2022 Respond to local municipalities and adjacent property owners' requests or complaints of an engineering nature. Assesses the situation, and then assists and coordinates with the Sections to develop repair or mitigation plans.u2022 Review informal dam safety maintenance inspection reports to identify repairs and create maintenance work orders for repairs.u2022 Assist in coordinating and overseeing Section and floating plant maintenance work, including winter lock pump-out activities. u2022 Provide direction and technical assistance to maintenance sections for maintenance work.u2022 Provide direction/ guidance to Section work crews on capital activities, to ensure that all safety and code requirements are followed.u2022 May provide direction and oversight to the dredging program. Ensures that spoil sites are being prepared properly, that all environmental and permit issues are being addressed, and that the dredging operation is being performed in accordance with environmental requirements. u2022 May oversee and coordinate the setting of buoys at the start of the navigation season, using GPS.u2022 Research and develop specifications for procurement efforts.Maintenance Work Planningu2022 Enters repair and reviews maintenance data related to region activities into the Canals asset management software (Maximo and CIMS), including the creation of work orders, editing work orders, completing work orders and uploading reports. u2022 Work collaboratively with Asset Management, Inspection, Dam Safety, and Maintenance personnel to plan, design, implement, and oversee maintenance and construction work.u2022 Perform work planning that determines the labor, material, and equipment necessary for work crews to perform tasks and projects.u2022 Perform field work necessary to assess future work, perform quality assessment of work performed or underway, and assist in resolving unexpected field conditions.u2022 Determine the required sequencing of work phases for projects and create resource loaded work schedules including CPM schedules when necessary.Support for Other Program Areasu2022 Support emergent projects at Canal facilities, including engineering assessment and/or inspection of deficiencies. Support Construction Management program staff and on-demand contractors working to repair Canal structures.u2022 Perform follow-up inspection and/or monitoring of seeps or other deficiencies in earthen embankments and dams.u2022 Assist with the development and issuance of Canal policies, procedures, guidelines, and standards for Canal operations and maintenance.u2022 Recommend capital construction or rehabilitation projects for inclusion in the annual budget process.u2022 Provide technical expertise to the Real Property Management Group (Leases, Permits, and Abandonments). Primary assistance is to review work permit applications for the Region to assess compatibility of proposed work with Canal operations.u2022 Participate in waterway structural asset inspection as needed and assist in Quality Control of structural inspections including maintenance of any relevant databases.u2022 Participate in emergency planning and response activities, particularly as related to dam safety and the activation of emergency action plans. Miscellaneous Dutiesu2022 Supervise subordinate technical, administrative, or support staff as required.u2022 Interact professionally with subordinates, section personnel, headquarters engineers, design staff, construction staff, consultants, representatives of local, State and Federal agencies and the general public.u2022 The position requires up to 50% fieldwork (and 50% office work), with occasional overnight travel for meetings.u2022 Perform other duties as assigned. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
