This Realty Technician position provides support to Bonneville Power Administrationu2019s (BPAu2019s) Supervisory Realty Specialist (TERR). This position generally involves office work but can require field work to support the Field Realty Specialists/Right-of-Way Agents (RS) within their region. This position is responsible for opening, tracking, and closing of acquisition packages, opening, and closing land management cases including Land Use Review Requests (LURR) preparation and preliminary research, and drafting documents for review by BPA Realty Specialist, as well as preparing exhibits and maps. This position includes training other realty techs, preparing and processing approved payments. Responsibilities + Process Land Use Applications, using the Realty Technical Services preliminary checklist to assign a case number, set up case in BPAu2019s Land Information System (LIS), conduct preliminary research, gather applicable maps, prepare Land Use Review Request (LURR), and prepare and transmit case file to appropriate Realty Specialist (RS). + Support Realty Specialist with various aspects of fee title easement, and other acquisition documents as needed. + Assist in verification of legal descriptions for accuracy, consistency, and format accuracy for a variety of legal documents prepared by RS. + Draft land management, legal, and other documents, validating legal descriptions and formatting accuracy for BPA Realty Specialists to review and approve. Utilize existing document templates and established processes to draft necessary documents. Recommend modifications to document templates to accommodate unique situations. + Support Realty Specialists in mailing and obtaining Permission to Enter Property (PEP) forms for all project related activities. + Provide real estate research, including property ownership, land rights, property descriptions, zoning, land use planning, etc. from various sources of information. Provide support in creating name and address lists used for landowner notifications, PEP forms, etc. + Research and identify Bonneville Power Administration (BPA) property rights and private property ownership. + Research and gather vesting documents, BPA land use permits, engineering and survey maps, assessoru2019s plats, subdivision plats and miscellaneous property ownership information + Perform field work supporting RS in conducting acquisition activities, delivering documents for signature by landowner, property inspections, including crop damage, documenting the certificate of inspection and possession, and collecting field data as needed. + Verify all necessary exceptions are included with title report provided by Real Property Projects team for project-related activities; add any missing exceptions, validating all title exceptions are identified (tabbed) correctly. Respond to requests for additional documents when needed. + Request Survey Title Certificates for Preliminary Title Reports (PTR). + Validate copy of Legal Instrument, Certificate of Inspection and Possession (CIP), Acquisition Complete, PTR form, any Signing Authorities, Trust documents, Death Certificates are included and tabbed appropriately in the PTR; research and obtain any missing documents prior to sending completed file to Legal for review and send for legal review. + Enter data in LIS and other required BPA systems when necessary. + Review PTR files returned from Legal for questions / issues; assist RS with issue resolution and monitor files for resolution, sending timely reminders until resolution completed. + Send legal documents for recording, including the Recording Letter and mailing label. Maintain file until finalized recording has been received, update LIS and other BPA systems, as appropriate. + Prepare and deliver Notice of Rights Released (NORR) and Notice of Rights Secured (NORS) documents and review for accuracy and completeness; correct or research and obtain any missing data, such as landowner name, address and phone, tracts listed in correct order, accurate rights-of-way widths, applicable TER ID, Project, date, and complete team list, etc.; prepare for closing. + Complete Land Rights Reviews (LRR) using information provided in BPA information systems or obtaining from outside sources. + Prepare acquisition and closing packages and review them for clerical and formatting errors and confirm all necessary acquisition documents are supplied. + Work with applicants to provide adequate information on land use applications to include site visits, property owner meetings, and field research as required. + Track and report status of documents required for Department of Justice Title Review. + Close acquisition and land management case files and prepare files for closing transmittal, to include purging the file when case is complete; input, update, verify information in LIS, prepare closing sheet, and send for review, audit, and closing. + Utilize various tools to complete research and processes, to include county internet web sites, and BPA sites and systems such as LIS, ProjectWise, ApplicationXtender, eGIS, etc. + Participate in group process efficiency and quality improvement initiatives, providing input and recommendations for new draft, or changes to existing processes, procedures, and practices. Assist with the implementation of approved changes, providing training and guidance as needed. + Serve as resource for other Realty Techs, including answering process and procedure questions; providing QA/QC review of other Techu2019s documents and files; and providing cross-training. + Perform occasional notarization tasks. + Receive, invoice, and process fees and payments as appropriate. Communicate with appropriate RS and supervisor on expiring leases, new leases needed, or other issues where applicable. + Use tickler system to monitor payment needs/deficits and communicate out. + Prepare and process payments, which may include: + Request or review and confirm proper vendor code, vendor code updates / changes. + Obtain or validate accounting string, including work order number and type, and payment type (treasury check, electronic funds transfer, convenience check, etc.). + Request (process) payment in appropriate system (People Soft, Asset Suite, IPAC or Escrow Wire Transfer). + Send payment request to appropriate RS or other authorized federal personnel for review and approval. + Answer telephone and respond to real estate questions from the public including landowners, developers, public agencies, and utility companies regarding documented policy of proposed uses of BPAu2019s rights-of-way. Typically, these assignments will be general in nature but can be responded to with assistance of a Supervisory Realty Specialist if there are any questions or concerns. + Cross-train on other Realty Tech duties for occasional back-up support. + Provide administrative support to managers and/or management staff as requested. + Create, type, edit, and finalize a variety of related materials, including documents, letters, and memorandum using Word or other Microsoft products. + Perform copying, mail delivery, faxing, report collations, and document assembly. + Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. + Provide training for newly assigned CFTE and/or BFTE personnel as related to Right of Way, Land Management & Acquisition processes/procedures and tasks currently identified within this API. + Training is expected to include the processes, tasks, requirements, and responsibilities of the Realty Technician 1 through those of the Realty Technician 3. + Training will be situational and to the extent needed to establish proficiency for newly assigned personnel. + Training will be in conjunction with normal API activities and will not require extensive preparation or resources Qualifications + Associate degree is preferred. + 5 years of property management, real estate, title review, or related work experience is required. + Course work or experience related to Real Estate principles, practices, precedent cases, and comprehension of the technicalities of government real property procedures, rules and regulations is required. + Knowledge of real estate documents including but not limited to: Warranty Deeds, Deeds of Trust, Mortgages, Quit Claim Deeds, Liens, property title reports, and assessor/treasurer property information reports. + Professional knowledge of the principles, practices, techniques, and underlying concepts of Real Property Services, which may include Geospatial Services, Survey and Mapping, Real Property Field Services, Realty Support Services, or experience coordinating projects that include these support services. Job Type & Location This is a Contract position based out of Portland, OR. Pay and Benefits The pay range for this position is $29.00 - $33.00/hr.
