Summary This position is located in the Federal Communications Commission (FCC), Office of Economics and Analytics (OEA) within the Auctions Division, located in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. Responsibilities The incumbent serves the Auctions Division and the FCC as an authoritative expert and technical advisor on the extremely complex economic issues, including game theory, that arise in connection with auctions and competitive bidding. The incumbent uses highly specialized economic expertise on auctions and bidding to formulate policy for the Auctions Division, OEA, and the FCC. The incumbent is actively involved in many aspects of the auction process, including but not limited to, providing expert advice on auction design and requirements, explaining orally and in writing how auction incentives and mechanics work, monitoring auctions, and analyzing and evaluating auction results. The incumbent conducts and evaluates analyses of major complex economic issues related to spectrum and other resource auctions (e.g., universal service support auctions). The incumbent is regularly called upon to provide expert advice to rule making and adjudicatory proceedings related to the FCC's auction authority. The incumbent performs real-time and post-auction analyses of bidder conduct during auctions. Requirements Conditions of Employment FCC Employees Only. Suitable for employment as determined by a background investigation. Current FCC employees must provide SF-50 verifying grade & status. Resume must not exceed two pages and must meet resume format criteria. Education-Transcripts Required In order to be considered for this position, applicants must: -Currently be employed in the Federal Communications Commission in positions serving under career or career conditional appointments. ALL FCC EMPLOYEES MUST provide a legible Personnel Action, SF-50, that verifies your status and highest permanently held grade. If an SF-50 is not submitted, the application will be rated as ineligible. Applicants must meet eligibility, education and specialized experience requirements by the closing date of this announcement. GS-15 Specialized Experience: In order to be deemed as qualified applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following: 1. Explains both orally and in writing extremely complex economic reasoning and procedures to internal audiences and external stakeholders. 2. Experience providing authoritative economic advice. 3. Experience designing and evaluating econometric, experimental and other empirical models. 4. Experience responding to arguments and comments submitted by the public in response to orders, petitions, rule-makings, and other proceedings before the FCC. 5. Experience making policy recommendations and proposes modifications to current and future FCC rules and regulations. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
