POSITION INFORMATION:The Victim Services Representative II reports to a Supervising Victim Services Representative (VSR) within the Bureau of Victim Services (BVS) and is responsible for assisting victims and witnesses of crimes in obtaining various government mandated services (Direct Services Division); and determining victim compensation benefits for crime-related financial losses through the California Victim Compensation Fund (Claims Verification Division). VSR IIs will be regularly exposed to graphic details of violent crime including murder, rape and child molestation and human trafficking. Positions assigned to Direct Services or Claims Verification will be dependent on their interest, program needs, and location of the vacancy. Essential Job Functions DIRECT SERVICES DIVISION ESSENTIAL JOB FUNCTIONS:Provides mandated and optional comprehensive trauma informed direct services pursuant to the Penal Code, to help crime victims recover from physical, emotional, mental, and financial hardships resulting from violent criminal acts.Ability to diffuse crisis situations, handle preliminary assessments independently, and devise a plan to address service needs and make appropriate referrals.Acts as the on-site BVS lead representative to deliver services and implement the Bureau's mission, goals, and terviews victims, witnesses, and their family members to assess service needs, urgency of service delivery, and applicable compensation benefits, and prepares correspondence to facilitate communications with victims and witnesses and to coordinate services delivery with criminal justice and community-based service partners.Obtains police report and related documents to show qualifying crime occurred.Conducts field visits and follow-up services to ensure the personal safety concerns and needs of victims and witnesses are addressed: provides assistance with relocation, transportation, home security, restitution orders, and court protective orders.Assists victims and witnesses in obtaining information of offender release or change in custody status.Documents services and activities performed in the BVS Lotus Notes database.Provides compensation filing assistance (e.g., reimbursement for relocation, medical and dental expenses, loss income or wages, funeral costs, crime scene clean-up, and job rehabilitation) in compliance with California Victim Compensation Program (CalVCP) eligibility and benefit rules and regulations.Serves as a liaison between victims and witnesses and deputy district attorneys and law enforcement officers (e.g., deputy sheriffs, police, probation, parole, and judicial officers) to promote victims' rights, services, safety, and well-being.Provides investigative updates, court support, criminal and juvenile justice orientation, case status updates, post sentencing notifications, safe waiting areas, and victim impact statement assistance for victims, witnesses, and their families.Trains, directs, and reviews the work of volunteers, student workers, and interns and assists with mentoring other Victim Services municates with employers and creditors to mitigate crime-related collateral consequences of victimization and/or participation in the criminal justice process.Attends community events, fairs, and meetings; conducts presentations for community groups, schools, and public service agencies to raise awareness on available BVS services and victim compensation through CalVCP; and participates and attends multi-disciplinary committees, inter-agency meetings, and other collaborative efforts as a representative of BVS and victims' rights and services.Conducts cross training for criminal justice personnel, government, and community-based service providers and agencies about victims' rights and services.CLAIMS VERIFICATION DIVISION ESSENTIAL JOB FUNCTIONS:Reviews, evaluates, and verifies victim compensation claims submitted to the BVS Claims Verification Unit (CVU).Determines and verifies each claimant's eligibility for CalVCP compensation benefits, reimbursement, and other applicable benefits in compliance with laws, rules, regulations, and policies established by the CalVCP and BVS; sends notification letters to claimants and service providers to inform of decision or to request additional information.Reviews claims applications and documents for accuracy, compliance and completeness. Interprets and applies relevant CalVCP criteria, rules, and regulations.Contacts victims, BVS Direct Services VSRs, law enforcement agencies, providers, insurance companies, and others to secure necessary documentation to process claim.Utilizes the State automated case management system California Compensation and Restitution System (CaRES) to determine the benefit amount to be paid on each claim. Documents all actions taken in the CaRES system.Assists in mentoring other VSRs.Conducts presentations for community groups, schools, and public service agencies on victim compensation through CalVCP.Attends community events, fairs, and meetings; conducts presentations for community groups, schools, and public service agencies to raise awareness on available BVS services and victim compensation through CalVCP; and participates and attends multi-disciplinary committees, inter-agency meetings, and other collaborative efforts as a representative of BVS and victims' rights and services.Conducts cross training for criminal justice personnel, government, and community-based service providers and agencies about compensation for victims and their families. Requirements REQUIREMENTS TO QUALIFY:One year experience assisting victims of crimes in applying for available services at the level of County of Los Angeles Victim Services Representative I.Experience of at the level of VSR I is defined as assisting victims of crimes and witnesses in obtaining a variety of services, determining eligibility for reimbursement of financial losses resulting from crimes, and obtaining victims and witnesses participation in the prosecution of such crimes.You may still qualify even if your job title isn't exactly the same as the one listed. What matters is that your experience is at a similar level - meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure.
