Summary The Senior Director of Technical Services and Quality Assurance/Quality Control (QA/QC) is responsible for overseeing and managing the technical services and quality control functions within an organization. This includes ensuring that products and services meet regulatory requirements, quality standards, and customer expectations. The Senior Director will develop and implement quality control processes, procedures, and systems, as well as lead a team of professionals in conducting audits, inspections, and testing to ensure compliance. They will also collaborate with cross-functional teams to identify and resolve any technical issues or challenges, and drive continuous improvement initiatives to enhance operational efficiency and product quality. Roles and Responsibilities u2022 Directs technical service and quality control/quality assurance operations, including cost effectively identifying and remedying core failure causes for NJ TRANSITu2019s passenger car and locomotive fleet, and ensuring maintenance staff and vendor compliance. Responsible for tracking trends in equipment and component failure in order to correct inherent problems in existing and new equipment and ensures that all programs are in accordance with Federal Transit Administration (FTA) standards. u2022 2. Directs staff in the identification and analysis of core failures in existing and newly purchased equipment by fleet type. Ensures that appropriate remedies are applied and incorporated into the current maintenance procedures in order to improve the performance of equipment. u2022 3. Directs the development and implementation of a Quality Control/Quality Assurance (QA/QC) program for the Mechanical Department, including the evaluation and monitoring of vendor QA/QC programs, services and materials. Ensures that programs are in accordance with FTA standards. u2022 4. Directs staff in the analysis of equipment and component trends, and develops and implements corrective action. Ensures that component and parts are consistent with the latest technology and performance standards to improve performance of systems and subsystems. u2022 5. Directs staff in activities to research and initiate new technologies, testing procedures and computer modeling systems, including procedures to implement changes in regulations and policies. Ensures maintenance programs provide safe and reliable equipment. u2022 6. Initiates and supervises task forces comprised of multi-departmental members to evaluate effects of wayside interaction on equipment performance in order to reduce failures related to catenary and cab signal failures and extend equipment component life cycles. u2022 7. Interfaces with government agencies, railroad associations, railroads, and professional societies to exchange ideas and ensure that NJ TRANSITu2019s and the Mechanical Departmentu2019s interests are protected.irects the activities of assigned staff and oversees project assignments to ensure maximum utilization, training and scheduling of staff. Education, Experience and Qualifications u2022 Baccalaureate Degree in Electrical or Mechanical Engineering or related area Knowledge and Skills: + Ten (10) years of experience in a technical department of a mass transit agency or freight railroad, including five (5) years of increasingly responsible management duties to include direct management of staff. + One year of closely related experience can be substituted for each year of education required.
