Most State of Colorado employees are eligible for a great benefit package Please see the Supplemental Information section below for details ( Facility & Division Information: The Division of Child Support Services (DCSS) exists to ensure that children receive financial and medical support from each parent. This mission is fulfilled by locating parents, establishing paternity and support obligations, enforcing those obligations, and connecting parents with resources to help them overcome barriers to paying child support. To achieve these goals, DCSS partners with counties by providing collaborative assistance, including case management tools, policy guidance, performance and operational support, and ongoing training to promote effective delivery of the child support services program. Description of Job This position is hybrid, with at least two (2) days are required and as determined by business need at the office. The role may involve travel within the state for meetings and community engagement activities. This position works to lead the Child Support Services Division at the Colorado Department of Human Services and to provide direction and senior-level leadership to execute the mission, goals, and strategic objectives of the Division. The position functions as the highest program manager for the Division and directs the daily operations and the Division's work units. Responsibilities include developing short- and long-term strategic plans to meet performance and integrity objectives. Position oversees budget, policy, automated system performance, performance improvement, and communications strategies, and represents the Division to external stakeholders. Additionally, as a member of the Colorado Department of Human Services (CDHS) extended executive management team (E-EMT), the Division Director plays a key role in the leadership to achieve the Officeu2019s mission. The Division Director is responsible for demonstrating decisive and principled leadership by advocating for necessary change and integrity over comfort, making timely and definitive decisions amidst competing priorities, and clearly defining and maintaining the scope and boundaries of the division. Primary Job Duties Include: Strategic Planning - Directs the development and implementation of the Division's long-term strategy, including structuring the planning process, designing efficient organizational procedures, approving new programs, overseeing annual state plans, managing policy and budget with partners, and resolving major challenges like funding shortfalls, conflicting legislation, and state/local/federal misalignment. Supervision - Directly manages Division management staff and provides indirect oversight to all Division employees, with full Appointing Authority for hiring, promotion, and disciplinary actions. Responsibilities include setting and communicating performance standards, conducting evaluations and coaching, determining corrective actions and recognition, assessing staff development needs, and resolving workplace disagreements and grievances per State and Department policies. Policy Analysis/Development - Direct the entire policy lifecycle: developing, implementing, and approving Division policies to align with the strategic plan. Analyze State and Federal law, proposed legislation, and external factors to adjust Division programs. Manage legislative response, including drafting regulatory language, incorporating stakeholder input, and regularly briefing leadership on risks, opportunities, and needed initiatives. Fiscal Management - Oversees the Division's long- and short-term finances, directing the budget, ensuring efficient resource allocation, developing and defending budget/FTE requests to leadership and legislative committees, approving contracts, and resolving funding shortfalls through impact assessment and strategic reallocation. Program Evaluation/Compliance - Directs evaluation, including developing criteria and analyzing data to ensure program outcomes and continuous improvement. This involves discussing performance data and strategies at C-Stat meetings, ensuring program compliance with federal and state regulations through performance management and monitoring, and resolving data challenges by ensuring data quality for accurate statistical analysis. External Leadership/Representation - Represents the Division to external stakeholders (including the legislature, federal agencies, county partners, community groups, and the public), communicating the Divisionu2019s mission and policies, and providing leadership to coordinate program implementation. A key part of this is managing external challenges, such as negative media portrayals, by determining messaging strategies and tailoring communications to ensure they are clear and effective for diverse audiences. Professional Development/Technical Expertise - The Director promotes professional development by example, staying current on relevant research and best practices, and developing leadership skills. This requires identifying development needs, selecting methods, and intentionally scheduling time for ongoing learning despite competing workload demands. County Program Management/Oversight - Oversees county program implementation, setting statewide consistency and compliance priorities through developing/approving monitoring, standards, eligibility, payment systems, funding, and technical assistance. The role establishes county feedback mechanisms, ensures federal/state compliance via corrective action, and resolves county conflicts through negotiation and collaboration. Other duties as assigned - Other duties as assigned to support department or organizational objectives. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications: Option 1: Experience Only : Ten (10) years of relevant experience in public assistant programming and/or related work experience, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives, including: + Experience managing multi-disciplinary human service programs that included successfully supervising team supervisors, large budgets, and performance goals + Leadership experience + Experience publicly representing the organization, such as legislation representatives, representing at a federal level, etc. + Experience and ability to work and manage high-priority and high-pressure regulatory-based projects + Familiarity with human services programs + Experience with human services policy and regulations + Experience building and maintaining critical stakeholder relationships + Experience and ability to present to the legislature on behalf of policies regarding human services programs + Experience working with federal partners and other states on human services programs OR Option 2: Education and Experience: A combination of related education and/or relevant experience in public assistance programming and/or related work experience equal to ten (10) years, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives Substitutions + Additional appropriate education will substitute for the required experience on a year-for-year basis. + Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Preferred Qualifications: + Familiarity with Child Support Services and programs + Experience with Child Support policy and regulations + Customer-facing experience in Child Support + Experience building and maintaining critical stakeholder relationships, including county partners and Human Services organizations + Experience and ability to present to legislation on behalf of policies regarding the programs in Child Support Services + Experience working with Administration for Children and Families programs with federal partners + COWINS Partnership Agreement: Relevant years of State service, prorated for part-time, that contribute to a candidate's position-related knowledge, skill, ability, behavior, or other posted competency should be considered as a preferred qualification and given weight under the process. + TRANSFERS ONLY: Relevant years of State service will be considered as a preferred qualification and given the weight of at least 15% of the overall score under the process.
