JOB REQUIREMENTS: Provides varied professional public health work in theinspection of food, lodging, and recreational facilities (i.e., DATCPRetail Program) and the investigation and resolution of environmentalcomplaints, nuisances, and hazards. Applies independent judgment,effective communication skills and professional knowledge ininterpreting laws, regulations, and codes and ensures compliance.Essential Duties Acts as Agent Program staff for the DATCP RetailProgram. Inspects all establishments and activities covered by countyordinances and State of Wisconsin regulations within the assigned areaon a designated frequency. Investigates suspected cases of food borneillness, consults with operators regarding code requirements. Respondsto all assigned environmental and nuisance calls; conducts inspectionsand evaluations of potable, recreational and wastewater systems, andinvestigates and resolves health problems and nuisances concerninggarbage and rubbish, rodents and insects, air pollution and animalbites; provides information on codes and makes recommendations on propermethods of control. Performs Lead Hazard Investigations as assignedincluding collection of samples. Issues lead abatement and interimcontrol orders as necessary. Secures samples of food, water, air, foodcontact surfaces and other materials. Provides education and informationon environmental health matters to licensed and non-licensed facilitiesand the public. Obtains or collects environmental samples and operates avariety of monitoring or testing instruments. Maintains current,adequate records of all activities, samples, etc. and time allotment;prepares reports. Composes and directs correspondence relating toactivities. Assists other sanitarians or the laboratory technician asrequired. Interprets codes, determines compliance, issues orders andcitations; provides testimony at hearings and court appearances.Consults with medical professionals, veterinarians, law enforcement,code enforcement officers, and others in a professional capacity.Coordinates meetings and conferences pertaining to areas ofresponsibility; attends meetings or conferences as required. Works withPublic Health Sanitarian Standard to address questions or concernsrelated to the DATCP Retail Program, to ensure consistent, standardpractices across the Environmental Health Unit Assist Retail Standardwith onboarding inspections (25 lead, 25 observed), and provide Standardwith requested feedback Attend Standard Meetings, and participate instandardization training and exercises Participates in training andexercises /drills to prepare for and respond to public health threats inaccordance with county and departmental emergency response plans.NON-ESSENTIAL DUTIES: Performs related functions as assigned. MATERIALSAND EQUIPMENT USED: Water test kits, Noise meter, Light meter,Computers, Propane torch, Air sampling pumps and instruments,Flashlight, Thermometer, Field communication devices, Personalprotective equipment PHYSICAL DEMANDS: Lifting 40 pounds maximum withfrequent lifting and/or carrying objects weighing up to 25 termittent standing, walking, sitting and driving. Using hand(s)/feetfor repetitive single grasping, fine manipulation, pushing and pulling,and operating controls. Report data entry into a laptop device inside ornear licensed facility, upon completion of walkthrough aspect ofinspection. Occasionally bending, twisting, squatting, climbing,reaching, and grappling. Distinguishing sounds at various frequenciesand volumes. Distinguishing people or objects at varied distances undera variety of light conditions. Withstanding temperature changes in thework environment. Withstanding working conditions such as occasionalexposure to dirt, dust, heat, noise, fumes and odors; occasionalclimbing of ladders; and occasional exposure to hazards associated withinspecting buildings under c nstruction. Occasional use or exposure tochemicals. Ability to properly don and doff personal protectiveequipment, as necessary to perform essential duties. Proficiency in MS Office applications, SMART phone and laptoptechnology. Knowledge of codes and regulations governing areas ofresponsibility and ability to research codes and ordinances. Ability tolearn and navigate inspection software (e.g., HealthSpace) Knowledge ofa variety of environmental issues. Ability to make mathematicalcalculations. Ability to prepare and maintain accurate records onfindings and to write clear and concise reports. Ability to communicateeffectively both orally and in writing with the public, clients,co-workers, management, medical professionals, law enforcement,veterinarians, groups of individuals and others to discuss or interpretenvironmental health and sanitation matters Ability to maintaincomposure in stressful situations and demonstrate skill in conflictresolution. Ability to establish and maintain effective workingrelationships with staff and the public. Ability to work independentlyand exercise considerable judgment and discretion in carrying outdesignated duties according to established policies and procedures.Ability to work the required hours of the position.
