The Texas Workforce Commission (TWC) is hiring a Training and Development Specialist VI, the position can be located in Austin, TX or within any of our Tele-Center (San Antonio, McAllen, El Paso and Fort Worth).TWC is not considering applications from individuals who require sponsorship for an employment visa, including those with H1B visas or those currently on student or postgraduate visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.WHO YOU ARE:A strong leader and highly responsive training specialist with excellent communication skills and proven experience in developing staff, facilitation, meeting deadlines, achieving results and ongoing innovation.WHAT YOU WILL DO:The Training and Development Specialist VI perform highly advanced (senior-level) and/or supervisory training work. Work involves overseeing and/or analyzing training needs, coordinating and/or conducting training sessions using a variety of training methods, and developing and evaluating training programs. Supervise the work of others. Works under minimal supervision, with extensive latitude for the useof initiative and independent judgment.YOU WILL BE TRUSTED TO:-Supervise the UI Client Services Training team.-Oversee and/or plan, develop, review, revise, and implement unemployment insurance (UI) training programs, policies, and procedures; promote the use of training services.-Facilitate monthly staff meetings and regular one-on-one meetings with all UI Client Services and Tele-Center training team members.-Oversee and/or develop curricula, course outlines, instructional methods, training aids, manuals and other instructional materials and products.-Perform training needs assessments to determine educational interventions and course development and recommend corrective action to management.-Serve as a professional resource for UI employees and managers regarding training programs; promotes the use of training services.-Identify long-range training goals and recommend programs to achieve goals, including the development of an annual training plan.-Design and review course evaluations and instructor evaluations for enhancement to training programs.-Prepare budgets for training programs.-Select vendors to conduct training and manage contracts for training services, as needed.-Perform related work as assigned.YOU QUALIFY WITH:- Five years of experience in positions that provided knowledge of training methods, techniques, and materials as related to individual development, education, and training programs; or in positions that provided knowledge of agency operation or programs which included giving group presentations.-Relevant academic credits may be applied toward experience qualifications for this position.YOU ARE A GREAT FIT WITH:-Strong oral and written communication skills-High facilitation skills-Excellent organizational skills-High level research, reporting and analytical skills-Knowledge of adult training principles and techniques.-Experience with learning management (LMS) and learning content management systems.-Experience with instructional design and curriculum development.-Knowledge of the UI Program (to include Claims, Inquiry, Payment Request and Adjudication)-Experience with applicable software such as Word, Excel, and PPT.-Ability to adapt to changing priorities or operational processes.-Skills in coaching and providing feedback.-Ability to evaluate the effectiveness of training and assess training needs.YOU GAIN:-Family Friendly Certified Workplace-Competitive salary: $5,833.34/month (non-negotiable)-Defined Retirement Benefit Plan-Optional 401(k) and 457 accounts-Medical Insurance-Paid time off, including time for vacat on, sick and family care leave.-Additional benefits for active employees can be found atDuty involves up to 30% travel within the state of Texas.VETERANS:Use your military skills to qualify for this position or other jobs Go to to translate your military work experience and training courses into civilian job terms, qualifications and skill sets.
